Description Do you want to help transform the life chances of vulnerable people at a time when the policy is going through once in a generation reform? Our team is responsible for CLD policy across Scotland, focusing on youth work and adult learning. The top priority is preparing to implement the recommendations of the major independent review concluded last year to deliver better outcomes for CLD learners and practitioners. You will lead the SG effort to develop and grow a Strategic Leadership Group to drive change by engaging with SG policy teams, CoSLA, Education Scotland and the CLD Standards Council. You will be responsible for developing policy on English for Speakers of Other Languages (ESOL) and managing the wider CLD programme budget of £2.2 million, ensuring it is fully allocated and spent efficiently. The post links to a broad range of core skills and will provide you with the opportunity to work across the SG and build networks with a wide range of partner organisations and stakeholders. Responsibilities Developing, growing and providing secretariat for the national Strategic Leadership Group, working closely the Minister and CoSLA leaders to keep the group focussed on actions and outcomes. Lead on developing policy proposals to improve the delivery of English for Speakers of Other Languages (ESOL) across Scotland, working closely with the New Scots team. Managing the wider CLD programme budget of £2.2 million, applying sound financial management approaches to help the team to ensure that the budget is fully committed to learner-focussed projects and activities. Providing advice and support to Ministers and Special Advisors on community learning and development policy. Oversee the delivery of effective support to Ministers, through timely and efficient provision of correspondence, Freedom of Information requests, Parliamentary Questions and other relevant business. Line management responsibility within the team, providing support and direction, promoting and exemplifying good practice. Making an active contribution to the learning and development of colleagues in the Division by developing and sharing expertise.
