Full time (37.5 hrs p/w) salary £45,271.28 + £5,500 car allowance.
Part-time (30 hrs p/w) salary £36,217.02 + £4,400 car allowance.
Encircle Housing was established in 2018 and is a Community Benefit Society with charitable objectives. We are a growing business with over 100 properties across England, Wales and N. Ireland.
We provide high quality specialist supported housing specifically designed to meet the need of the individual, relating to learning disability, mental-ill health, acquired brain injury, physical or sensory disability, or a diagnosed long-term condition such as dementia.
We are recruiting a Maintenance and Compliance Surveyor to cover our properties in central England. We are looking for somebody with extensive knowledge of property related issues to provide advice and assistance to customers/stakeholders to help them maintain their properties. You will supervise work in progress whilst adopting a project management approach on major works, ensuring compliance with relevant safety and building legislation. You will deliver excellent customer service whilst achieving great value for money.
Reporting to the Head of Asset Management, you will work collaboratively with contractors and colleagues to ensure the delivery of high-quality surveys and maintenance service to our customers, ensuring all properties are well maintained.
Key responsibilities will include:
* Managing compliance related issues and taking action to avoid a breach in Legislation. This will include, Gas, Electric, Fire risk assessment, fire servicing, Asbestos and Legionella.
* Managing budgets within the above fields.
* Approving quotes, checking invoices, checking value for money and correct billing of work done, liaising with finance teams.
* Surveying void and occupied properties for Encircle future and pipeline properties and scope/raise any works needed.
* Facilitation of Encircle's new property handover requirements, checking that properties refurbished by 3rd party developers meet Encircle’s asset management standards.
* Undertake and review existing stock condition data and update data on property attributes to inform Encircle’s future cyclical and compliance maintenance strategy and budgets.
* Specify and draw up contract documents, manage tenders, monitor the progress of projects and inspect to ensure work is completed correctly.
* Manage planned, reactive and compliance works and ensure that good practice financial controls are exercised.
* Undertake audits of work to monitor the quality of workmanship delivered by contractors. Manage, appoint, and review a portfolio of contractors ensuring that they remain compliant. Undertake regular meetings, review of performance data and on-site inspections. Taking action where required to manage under performance.
* Undertake regular property safety inspections to identify any remedial work associated with fire safety, water safety and other building compliance matters.
* Ensure that the company’s obligations relating to surveys are satisfied in connection with all Health and Safety and other regulations, undertaking risk assessment where required.
* Ensure that customers/stakeholders receive excellent service, are effectively consulted with and kept informed and work with contractors.
* Undertake a post inspection and satisfaction survey at the completion of the work.
The ideal candidate will have:
* An excellent level of knowledge of building construction, standards, and legislation, and an ability to diagnose and specify remedies to building defects.
* An understanding of responsive repairs, voids works, and planned requirements.
* A successful track record of delivering building surveying services, and management of substantial work programmed in a similar environment.
* Experience of delivery and the actions required following fire risk assessments.
* Achievement of the annual programme of condition surveys and risk assessments.
* The ability and presence to be proactive and work on your own initiative, with limited supervision, and be able to manage contractors delivering building works at project level including H&S, quality, value and progress with excellent organizational skills.
* The ability to plan, organize and prioritize a heavy workload, whilst working on a mobile basis, and keep excellent records.
* 2 + years post qualified experience working in property management.
* Knowledge and experience in achieving high level of performance in asset management against RICS, CIOB.
* Knowledge and experience with FRA regulations.
* An HNC or equal qualification.
You should have excellent standards of customer care and be able to demonstrate a real empathy with tenants with complex care and support needs.
This role will be home based and involve travel throughout central England with occasional travel to our head office in Leeds.
