We are working with an NHS organisation who are seeking to appoint an Interim Head of Capital Finance for an immediate start.
The role will be renumerated at Band 8d NHS Agency Capped rates on an interim contract for 3 months initially with an expectation of extension. There will be hybrid working with a mixture of onsite and remote working available.
This is a significant appointment and the organisation needs someone with substantial experience in this area and at this level with a demonstrable track record of delivery.
Key responsibilities will include:
1. The post holder will be the Trust’s primary link in reporting and managing the capital program;
2. Constructively and positively challenge capital investment proposals and performance;
3. Responsible as a leading expert on the capital programme for the Trust and hospital sites, including the development and delivery of robust capital investment business plans, ensuring alignment with the Trust’s strategy and long-term financial position;
4. Provide professional guidance in support of Senior Trust Managers, including the presentation of cases and plans to Trust Executive Directors;
5. Work with the corporate accounts team to finalise month and year-end accounts ensuring relevant year-end capital entries and capital creditors/debtors are agreed and that their treatment in the I&E position and Balance sheet accounts adhere to the NHS Manual of accounts;
6. Reconciliation of planned capital expenditure budgets to agreed allocations to ensure a balanced base budget;
7. Provide leadership within the finance directorate on capital matters, demonstrating expert accounting and business knowledge, analytical support and clear presentation of complex financial and business information to clinical and non-clinical colleagues;
8. Responsible for the delivery, accuracy and timelines of the monthly performance reports to the Trust Board and other committees as required, ensuring that procedures and controls are up to date and implemented;
9. Provide support into the strategic direction and business planning of the Trust;
10. Lead the capital team to provide day-to-day support in the development and review of capital business cases, the capital planning process, the management and delivery of the capital programme, whilst maintaining a team ethic and providing support to staff;
11. Specialist knowledge of NHS financial accounting and experience of developing sizeable business cases will be required to support (and if required lead) in the delivery of high-quality business cases for review by Trust committees;
12. Ensure the efficiency and effectiveness of the overall finance function and will be responsible for the integrity of capital processes and systems within it.
The ideal candidate will have:
1. A recognised CCAB or equivalent qualification;
2. Significant experience in senior roles within finance and be fully committed to continued professional development;
3. Two years of financial planning and management in a senior role;
4. Experience of working to tight deadlines and managing priorities;
5. Extensive capital and financial management experience;
6. Experience in managing staff and effective team working.
