Responsibilities The primary purpose of this position is: To serve as the Director of Staff for the wing commander, exercising management authority over the wing's command staff operations and assist in maintaining the forward direction of the organization's mission. Plans, organizes, and directs the daily activities of the wing. Provides executive oversight for organizational structures at wing and group levels and ensures the wing staff complies with legal and regulatory requirements to meet the needs of the organization and the wing commander. Exercises supervisory personnel management responsibilities, formulates staff policies, and reviews staff actions for adequacy and proper coordination. Provides expertise, authority, and advice on all aspects of human capital management. Represents the wing with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationship with the wing commander, deputy commander, higher headquarters, joint, inter-agency, local, and host nation organizations. Provides support and guidance towards deconflicting, synchronizing, and integrating tactical planning processes. Identifies the need for special projects, establishes milestones for wing commander priorities, and manages the wing staff budget. Requirements Conditions of Employment Qualifications Conditions of Employment (cont.) This is a Mission Essential (ME) position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. This is a Key position. The duties of this position meet all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of large, complex organizations that provide base operating support to geographically separated installations through a physically disbursed team. Knowledge of civilian career development and mentorship of civilian workforce outside of direct supervisory chain. Knowledge of safety and security regulations, practices, and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
