Job Description The Service & Team: In the role of Manager of a new Skills Programme Team, you will be working in the Council's Economy and Skills Service. Under the direction of the Head of Skills and People & Prosperity Manager, you will lead the implementation and delivery of the devolved Adult Skills and Free Courses for Jobs Fund. Plus, oversee the delivery of Skills Bootcamps for adults aged 19 in Cornwall. The Role Cornwall Council's Economy & Skills Service is seeking an experienced and dynamic Manager to lead the management and delivery of its new (circa. £14M annually) Adult Skills programme. This pivotal role will oversee the commissioning and procurement of adult skills services from local colleges and other training providers, ensuring alignment with local economic and sector priorities. You will work closely with senior leadership to deliver against our strategic direction, implementing skills priorities and drive outcomes in line with Cornwall's Good Growth Plan and new Workforce and Skills Strategy. You will manage a dedicated team, develop and maintain key partnerships and relationships and ensure effective delivery of training programmes that meet employer needs and directly link to employment opportunities. You will also lead the monitoring and compliance of Fund(s) performance and outcomes, coordinating across various local and national stakeholders and support to continuously refine skills strategies through market analysis and engagement. The ideal candidate will bring expertise in complex funding and programme management, ensure compliance with funding regulations. Whilst also delivering results that enhance the Duchy’s workforce, aids inclusion and helps address barriers to employment and further learning. This is an exciting opportunity to shape Cornwall's skills landscape and support its economic growth. This position will be subject to a basic criminal record disclosure check. What You’ll Need To Succeed An experienced manager Experience in managing complex, high-value funding programmes/projects Understanding of the skills, economic and social conditions in Cornwall and working knowledge of economic and skills strategy for the County Specialist knowledge of economic and skills programmes and wider DfE policy and regulatory framework requirements Strong communication skills, with the ability to build and maintain relationships with a wide range of stakeholders. Write reports and explain complex rules and policies clearly and effectively.
