About Our Client
Our client is the Office of the Police & Crime Commissioner West Mercia.
Job Description
The Mechanical & Electrical Services Manager will be responsible for all M&E Assets, infrastructure and associated service management across the West Mercia Police and Hereford and Worcester Fire and Rescue Estates, coordinating and directing the M&E team and supply chain to deliver compliant and fully operational facilities.
Tasks & responsibilities will include but not be limited to:
* Drive industry best practice across Mechanical and Electrical estate assets including Statutory Compliance (Electrical Safety, Gas Safety, Water Hygiene, Asbestos, Fire Safety and Vertical Transport) and Health and Safety process and policy.
* Implementation and management of annual 12 month PPM planner for all M&E assets across all buildings on the West Mercia Police (WMP) and Hereford and Worcester Fire and Rescue Service (HWFRS) Estate. Ensuring Statutory Compliance, Business Criticality an Industry Best practice. M&E specialism included but not limited to HV/LV, generators, lighting, power, electric vehicle infrastructure, data, ventilation, AC, heating systems, fire alarms, access control, CCTV and intruder alarms.
* Oversee contracts (monthly) with service providers for M&E services. Ensure that contracted services meet quality standards and are delivered within budget and SLA. Produce monthly reports and data to support contract performance review meetings.
* Monthly reporting of all M&E planned and reactive maintenance from CAFM system and other FM data to ensure monthly reporting to central senior stakeholders for cascade to nominated internal customer representatives.
* Act as M&E technical expert for maintenance and asset management to support OPCC Estates FM team, Projects team and Corporate Asset Management team.
* Review, implement and continuously improve the management of Safe Systems of Work across all Mechanical and Electrical systems throughout the estate. Including but not limited to Risk and Method Statement (RaMS) permit to work, hot works, lock out tag out (LOTO)
The Successful Applicant
The ideal applicant for this role would be able to meet and demonstrate the below knowledge, skills and experience:
* Qualified to degree level, or equivalent experience in mechanical, building services, electrical engineering including or working towards Chartered Engineer status (CEng).
* Membership of relevant professional organisation or actively working towards membership of Chartered Institute of Building Services Engineers (CIBSE) or Institute of Engineering and Technology (IET).
* A working knowledge of Mechanical and Electrical legislation, Building Regulations and statutory requirements in relation to M&E maintenance
* Demonstrable expertise in hard Facilities Management in a multi-site (more than 100) blue light or commercial environment is a must
* Excellent knowledge of asset management and planned maintenance systems and protocols
* Minimum of 10 years multi discipline Mechanical and Electrical systems and Engineering experience with 5 years in a senior role managing M&E professionals
* Experience managing and reporting on maintenance regimes on High Voltage/Low Voltage, generators, lighting, power, electric vehicle infrastructure, data, ventilation, AC, heating systems particularly within Blue Light facilities or similar live sites
* Management of a team of M&E professionals delivering across an estate of more than 100 sites, including support, mentoring and identification of development requirements.
The role is based at the head office in Hindlip, Worcestershire so we would expect applicants to live in or around the Worcestershire region.
What's on Offer
The salary range for this role is £58,191 - £64,644 and you will also be enrolled on to a local government pension scheme.
