Job Summary
Under general supervision of the Executive Director, the position is responsible for actively pursuing prospective new or existing companies interested in relocating or expanding to the area and providing them with complete and professional technical assistance. The position prepares the economic development budget, ensures financial accountability, and maintains appropriate record keeping and internal controls to enhance local and international competitiveness of the Edinburg Economic Development Corp. by engaging with the business community to retain and expand economic growth.
Essential Job Functions
1. Create and maintain financial reports, including general ledger, accounts payable/accounts receivables.
2. Develop and maintain supportive relationships with the business community and legislative bodies for business attractions and expansions.
3. Assist in the development of contracts for professional services providers.
4. Maintain data on City businesses and commercial properties.
5. Assist with the preparation and processing of initiatives that support EEDC and City of Edinburg for business partnerships and/or development of agreements for commercial and industrial business development within the City.
6. Responsible for providing Minutes for Board meetings and assisting with agenda preparation for Board meetings.
7. Conduct research for opportunities to secure federal and state funding to support EEDC projects.
8. Assist in managing staff to include assigned tasks, performance, projects, and deadlines.
9. Assist the EEDC Executive Director to develop and implement a marketing campaign to promote the economic development corporation projects within the City of Edinburg.
10. Assist with public relations and media events.
11. Oversee EEDC properties and buildings, including lease information and building maintenance.
12. Provide quality service to staff, citizens, and administrative personnel.
13. Maintain confidential items involving personnel, EEDC negotiations, and legal issues for the betterment of the City.
14. Perform other administrative duties as required.
15. Perform other related duties as assigned.
Conditions Of Employment
1. Applicant will be subject to a complete background investigation. Incomplete, inaccurate and/or failure to report information will cause the applicant rejection from consideration.
2. Applicant must take and pass a pre-employment drug test administered at the EDC's expense.
3. Must have a current valid class "C" driver's license from the Texas Department of Public Safety with a satisfactory driving record.
4. Bilingual English/Spanish required.
Required Education
Bachelor's degree.
Education Preference
Master's Degree in Business Administration, Economics, or related fields or Certified Economic Developer.
Required Work Experience
Work requires broad knowledge in business operations and marketing. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent with major course work in Business Administration, Finance, Accounting and/or a field relevant to the assignment is preferred.
Experience Preference
Three (3) years of experience in economic development or a closely related field is preferred. A thorough working knowledge of funding and developing economic development projects is preferred.

1. Requires thorough knowledge of economic development, policies and procedures, business operation principles, techniques, materials and procedures in developing project budgets and schedules.
2. Ability to establish and manage multiple project budgets and schedules, and to effectively manage complex planning and management of activities.
3. Requires the ability to establish and maintain effective working relationships with staff, professionals, management, and facility personnel.
4. Requires the ability to prioritize multiple tasks and work effectively with minimal supervision.
5. Requires advanced skills and knowledge in utilizing computer and related software programs.

Work Conditions
Relatively free from unpleasant environmental conditions or hazards, office environment.
Physical Demands
The job has no significant exposure to hazards and physical demands are low. Duties involve working with light weight materials and/or using force equal to lifting 20 pounds.
