The role requires leadership of a large team and direction and management of the Economy property portfolio to ensure the value and portfolio performance of property assets are maximised, and legal and statutory obligations are met, to meet Ministerial objectives. The Economy property portfolio comprises 4,500 acres of land at varying stages of development, and 4.9 million sq ft built space comprising let property (c. 90%) and property that is available for letting across the whole of Wales. Job description Facilities Management Project leader in the procurement and management of the £100m Facilities Management (FM) contract (over 5 years) covering both the Wales wide Economic property portfolio (1300 individual properties each with a bespoke specification) and other WG property portfolios. Manage any contract variations ensuring pricing variations are correctly accounted for. Ensure contractor delivers FM to allow WG to fulfil its statutory role as landowner and meet its landlords obligations. Day-to-day Portfolio Management - To direct and co-ordinate the day-to-day management of the departments property portfolio, whilst delivering a consistent, customer focussed service across all Wales. To provide the appropriate specialist advice to Deputy Director Property on issues which impact upon the portfolio including relevant legislation, regulatory and statutory instruments, physical site issues (e.g. flooding, ecology, contamination), human impacts (e.g. trespass, health and safety) and financial/economic issues. To procure and manage the portfolio-wide insurance contract (portfolio insurance rebuild value £500m) and requisite utilities contracts. Property Management To manage the programme of transactions (c. 200 p.a.) including lettings, rent reviews and lease renewals in respect of the Departments portfolio and to ensure careful and sensitive management of property and tenant relations to successfully meet Ministerial priorities. Financial Management Responsibility for the setting of annual budgets and for the achievement of those budgets, and to manage and report on expenditure/income and performance to ensure that the departmental targets are achieved in respect of the portfolio. Staff Management/Leadership Motivate, lead and inspire a skilled team at G7 - TS grades including experienced and professionally qualified staff charged with delivering complex projects in a commercial environment, whilst managing Welsh Governments relationship with public and private sector stakeholders to maximise the positive impacts of investment. The team comprises 19 staff based across Wales. Contribute to the leadership of the Property Infrastructure Division, being a core member of the Deputy Directors management team; Provide expert/specialist property management advice for other E&I property portfolios and cross WG working groups requiring property management representation. Deputise for Deputy Director as and when required. Information Management Ensure information systems are procured and operated effectively and securely by the team and that all portfolio and personal data is processed legally and accurately in compliance with Data Protection regulations. Records extend to 344 individual occupational agreements with c.200 new agreements p.a. together with historic portfolio data. Act as Information Asset Manager (IAM) and provide specialist information management advice to Deputy Director Property (as IAO). Governance: Property Leadership Team (PLT) 1&2 and management decisions Provide specialist technical, risk and holistic policy scrutiny as part of the peer review process for all property transactions at weekly PLT (part 2) either as panel member or as Chair when deputising for Deputy Director Property. Chair weekly PLT 1 meeting to provide specialist technical, risk and holistic policy scrutiny for all property transactions, make formal decisions and report. Make autonomous formal decisions for all delegated property transactions categorised as management decisions and report. Best Practice - Champion a strategic approach to working in partnership to ensure that the property management service complements wider WG programmes and policies. Pursue continuous improvement in the management of the portfolio, promoting cross cutting policies including sustainable development, decarbonisation, equal opportunity and social inclusion. Develop best practice operational responses to policy/legislative/regulatory changes and prepare/shape delivery in anticipation of the direction of travel of legislative/regulatory/policy framework ensuring the service is delivered consistently across all Wales, according to best practice. Lead on the preparation of the departmental asset management plan and annual asset review. Government Business To provide oversight on all government business relating to the property management function, providing specialist property management advice to Deputy Director, Director, Director General, Ministers and First Minister. Person specification The opportunity to play a key leadership role in the work of the Property Infrastructure Division and develop the organisations specialist skills in this area. Opportunity to shape, develop and implement proposals for renewal and decarbonisation of the portfolio. A presentation on Experience 1 and Technical 1 will be required at stage 2. From time to time the job will involve traveling across Wales and to other parts of the UK with some overnight stays required. A reserve list may be held for this opportunity.
