The Role
The Inclusive Education and Learning Service are looking to appoint, a full time, 37 hours a week, Governance Services Manager to lead a dedicated team of governance professionals. The Governance Services Manager oversees and implements the statutory function of education governance for the local authority as well as leading comprehensive and well-respected traded services for Clerking, Training and Development. This ensures that the capacity for strategic governance in the borough remains high with boards undertaking their core functions supporting school improvement effectively.
Whilst expert knowledge is desirable, the applicant is expected to have a good understanding of governance law, statutory responsibilities of governing and trust boards, and an understanding of educational legislation and practice relevant to school and academy governance. The post holder will lead, develop, maintain and quality assure the delivery of all statutory and traded service provision, ensuring these provide value for money and meet customer demand and expectation, whilst remaining competitive in the marketplace.
The Governance Services Manager will work closely with the Head of Strategic School Improvement, and actively contribute to the Local Authority’s School Improvement function, especially for boards requiring support and intervention through recognised support strategies.

About You
You should have an understanding of governance law, statutory responsibilities of governing and trust boards, and an understanding of educational legislation and practice relevant to school and academy governance. Strong verbal and written communication skills are key, including public speaking, to guide, advise and influence decision in various situations and formats with governance volunteers, school leaders, senior LA officers and elected members.
You should be able to actively contribute to the Local Authority’s School Improvement function, especially for boards requiring support and intervention through recognised school improvement strategies.
You will have the ability to undertake, short, medium and long-term planning in the development of service provision and active contribution to the overall children’s services and council’s strategic plans and vision.
Experience of service delivery, staff management and budget management is an essential requirement of the role as well as the practical ability to undertake comprehensive governing board management, including effective minute taking skills.
