Reporting to the Director of Corporate Services and CFO, the Manager of Accounting and Financial Reporting is responsible for the leadership, operations, and oversight of the finance function (including financial analysis and internal, external and Ministry reporting, budgeting, accounts payable, and payroll). The Manager provides support to programs in the provision of services to the community of Windsor and Essex County.
In addition, the Manager is responsible for ensuring the Health Unit’s compliance with the following:
1. Canadian public sector accounting standards for local governments established by the Public Sector
2. Canada Revenue Agency
3. OMERS
4. Collective Bargaining Agreements
5. Guidelines as prescribed by the Ministry of Health and the Ministry of Community, Children and Social Services
Responsibilities
Responsibilities include, but are not limited to:
1. Provide leadership, direction, and coaching to the Finance Team.
2. Oversee and review financial reporting and analysis, payroll, accounts payable, and accounts receivable functions of the department.
3. Develop annual operational plans for the Finance department in accordance with the Health Unit’s mission, vision, and values.
4. Define and implement Finance policies, procedures, and best practices.
5. Develop a plan to drive financial and data literacy within the management team of the organization.
6. Work with the Leadership Team and applicable Managers to develop appropriate budgets to guide the operations of the health unit.
7. Prepare monthly financial statements and variance analysis, quarterly and annual Ministry reports; cash flow projection.
8. Establish, review, and monitor effective internal controls that safeguard the assets of the organization.
9. Manage the external audit process and ensure that the appropriate working paper documents are in place, e.g., bank and account reconciliations.
Qualifications
Education, Training, & Experience
1. A University degree (or equivalent) in Business Administration, Accounting, or a related discipline.
2. Must be a member in good standing with the Chartered Professional Accountants of Ontario (CPA Ontario) and possess a CPA designation.
3. A minimum of three (3) to five (5) years of managerial experience working with unionized professional and paraprofessional staff.

1. Excellent interpersonal, organizational, and time management skills.
2. Superior written and oral communication skills.
3. Experience in leading transformational and technological changes would be an asset.
4. Ability to act independently and demonstrate initiative.
5. Ability to inspire confidence in the Finance Function.
6. Demonstrate experience in managing a diverse group of unionized professional and paraprofessional staff.
7. Comprehensive knowledge of Public Health and various related Acts/codes/standards is an asset.
8. Ability to be flexible, versatile, and/or tolerant in a changing work environment while maintaining effectiveness and efficiency.
9. Ability to act with discretion and maintain confidentiality.
Additional Requirements:
1. Immunizations and TB screening as per WECHU policies.
2. Satisfactory vulnerable sector police clearance.
3. Ability to work weekend and evening work as required by the program.
4. A valid Ontario Driver’s Licence, access to a reliable motor vehicle during working hours, and 2 million dollars in liability insurance.

Annual Salary:
Step 2: $107,445.00
Step 3: $110,428.50
Step 4: $113,431.50
