Luton Borough Council is looking for an experienced and innovative Public Health Information and Intelligence Manager to lead our Public Health Intelligence Team and drive impactful change across the borough. As the Public Health Information and Intelligence Manager, you will: Lead and Develop the Intelligence Function : Oversee and enhance the team’s ability to generate actionable insights that support informed decision-making across the Council and the Integrated Care System (ICS). Drive Population Understanding : Manage projects that provide a comprehensive understanding of the local population, addressing inequalities, identifying priorities, and enabling informed actions. Advance Research and Analysis : Develop a robust research, analysis, and policy function to ensure strategies, policies, and services are grounded in meaningful evidence. Share Key Insights : Communicate findings clearly to stakeholders, ensuring they have the information needed to make effective decisions. About You The ideal candidate will have substantial experience in specialist analytical work, including modelling and simulation, with a proven track record of operating within a Public Health environment. They should have in-depth expertise in managing and leading teams in research and analysis within complex strategic and operational public sector organisations. This role requires significant experience in developing, promoting, and managing corporate or enterprise-level information systems, databases, and dashboards in large organisations, as well as contributing to information-driven projects. The candidate must demonstrate the ability to process and interpret large volumes of complex data, producing clear, concise analysis and identifying their implications for decision-making within the Council. The candidate should also be adept at preparing comprehensive reports and briefing papers on complex topics for diverse audiences. They must have the ability to assess the effects of interventions, service delivery models, and strategic options, contributing to the development of evidence-based strategies. Key technical skills include advanced proficiency in computer literacy, statistical and geographical software, and tools such as R and Power BI (or equivalents). A strong knowledge of research ethics, governance, and qualitative research methods is also essential. A degree or equivalent experience in a related subject is required.
