TXM Recruit have a new exclusive permanent opportunity for a Design & Construction Manager with a large Rail company in the North of the UK.
Role Overview:
Deliver a cost effective, high quality and safe approach to design, construction, commissioning, and compliance to relevant standards & legislation. Oversee all programme design and construction activities. Ensure appropriate engineering & safety resources are deployed to manage safety and compliance throughout the project lifecycle whilst defining & developing team process and management systems to provide guidance and ensure compliance of key requirements. Undertake site audit and accident & incident investigations and co-ordinate feedback of lessons learnt & safety improvements.
Role Responsibilities:
1. Ensure Infrastructure & Property Projects are engineered to the relevant Railway & Industry standards and specification, and that design and construction contracts include reference to and are compliant with appropriate Industry, Railway Group, Network Rail Company standards, formal specifications and procedures.
2. Monitor & audit projects for compliance with Railway & Industry Standards such as Building Regulations etc.
3. Provide Engineering & construction advice to project managers in respect of design, construction activities, testing and commissioning, and site supervision. Monitoring whether the design and construction elements meet the requirements of legislation, including CSM and construction design management (CDM) regulations.
4. Support the Project Manager in assessing whether design and specialist consultants and contactors construction and specialist personnel are competent, monitor performance to assure the quality of supply chain outputs for the working climate.
5. Undertake reviews of project design and construction activities. Audit engineering compliance to ensure management systems are adequate in relation to the quality of design, construction testing and commissioning activities.
6. Monitor safety management & compliance across the project portfolio this will include CSM, CDM
7. Monitor site team activity and utilisation of professional services providers in the co-ordination of site safety
8. Monitor site team activity through the use of appropriate professional service providers to audit Contractor’s on-site delivery quality, this is especially important during key construction activities and snagging & closeout stage of the works.
9. Ensure the quality assurance of engineering requirements is clearly specified and demonstrated by adherence to ITP arrangements.
Essential:
10. Significant experience in engineering disciplines, ideally with involvement in design & construction projects across multi discipline areas in the Rail Industry
11. Technical qualifications to Degree level or equivalent
12. Membership of a relevant professional institution
13. Knowledge of safety management (including CSM and CDM) and quality assurance
14. Appreciation of environmental issues in construction
15. Knowledge of relevant UK/European Standards, Railway Group & Line Standards and Building Regulations.
16. Demonstrate experience of working with design houses and delivery organisations/delivery partners.
17. Evidence team working and comfortable working on own initiative.
18. Readily demonstrate excellent communication skills.
Desirable:
• Chartered status (or working towards) or equivalent in the particular discipline.
• NBOSH/IOSH or similar Qualification
