The European Molecular Biology Laboratory (EMBL) is Europe’s research laboratory for the life sciences – an intergovernmental organisation performing scientific research in disciplines including molecular biology, physics, chemistry, and computer science. We are looking to recruit an experienced Budget Officer. Reporting directly to the EBI Budget Office Manager, the Budget Officer will be based at the European Bioinformatics Institute (EMBL-EBI), located on the Wellcome Genome Campus, near Cambridge in the UK.
EMBL-EBI Budget Office is a subset of EMBL Budget Office located in Heidelberg, Germany. The collective EMBL Budget Office team is responsible for the financial administration of approximately 330 research grants, including assistance in budget preparation, monitoring, and controlling expenditure.
The role holder will be responsible for the financial post-award grant activities of a portfolio of grants, supporting Principal Investigators (PIs)/Group Team Leaders (GTLs) priorities and strategic objectives of EMBL-EBI.
Your role
The role holder will be responsible for and/or take an active part in the following:
* Financial administration of research projects, including budget preparation, monitoring, and controlling expenditure against awarded budget, and timely preparation of financial reports in liaison with the responsible scientists at the EBI, to grant-giving bodies.
* Performing quality reviews to ensure completeness, accuracy, and conformance of expenditure incurred with the funding agency’s rules.
* Involved in development and user acceptance training of the Workday-based financial and management accounting system, and other financial controlling-based projects.
* Engage and collaborate with relevant stakeholders including the Director’s Office, EBI Group and Team leaders, faculty, and other scientific and non-scientific departments. The role holder will be responsible for the adherence to business processes implemented for all EMBL.
* Actively work on continuous improvements of effectiveness, efficiency, and customer service of post-award grant management for the EBI community.
* Solving specific administrative/financial issues.
* Alerting Principal Investigators about potential risks ahead of time.
* Providing support to project managers with distribution of payments to other partners.
* Submission of routine and ad-hoc financial reports.
Contract duration: 3 years (renewable up to 9 years)
Grading: Grade 6 (Monthly salary starting at £3,612 after tax but excluding pension & insurances) + other paid benefits based on personal circumstances
Minimum Requirements
* Education to at least A-level standard, including passes at grade C or above (or equivalent) in GCSE Mathematics and English.
* University degree in finance.
* Minimum 5 years of experience in a well-regarded medium/large company.
* Experience of financial/budgetary control and management.
* Experience in providing financial advice to non-finance colleagues/audience.
* Excellent analytical and organisational skills.
* Advanced Excel spreadsheet and modelling skills.
* Proficiency in accounting software (SAP and Workday preferred).
* Flexible approach to work and ability to plan, organise and prioritise own workload.
* Ability to use own initiative to work proactively and independently, often working to deadlines set by others.
* Excellent communication skills, written and oral.
* Excellent general interpersonal skills, including diplomacy and negotiating skills, with the ability to hold difficult conversations with a variety of different colleagues.

* Experience of working in an international organisation.
* A recently or part-qualified accountant (ACMA, ACA, ACCA, CIPFA) or equivalent level of experience with up-to-date professional knowledge.
