About the job Job summary Headquarters South East (HQSE) is a stand-alone Joint Military Command (JMC) with a fully integrated range of staff including Regular Army, Civil Service, Army Reservists and Aspire contractors. HQSE looks after the Armys interests in the eight counties of the South-East, including the Isle of Wight, centred on the four pillars of UK Operations, Firm Base, Engagement and Cadets. The breadth of its responsibilities is wide and multifaceted, from assurance of the Field Army to command of UK Resilience Operations, all tasks that underpin the success of the Army on operations. HQSE enables the delivery of the Firm Base in support to the Army. The Firm Base is the Army infrastructure which supports the Lived Experience of our Service Personnel and their families who live there. The Headquarters will deliver Real Life Support to Units within the region. It is also responsible for engagement with the civilian community, employers and acts as the proponent for UK Resilience in times of need. This is an exciting time, as we establish a new Headquarters whilst continuing to delivery operational outputs to our dependent units, military personnel, and their families. Job description Management of fixed and mobile telecommunications services within HQ SE Area of Responsibility (AoR), including planning, project management, delivery, budgetary, and finance elements. Act as the Authorised Telecommunications Officer (ATO). Ensure all telecommunications requirements and services are planned, delivered and ordered in a timely and economic manner in accordance with current policies and within allocated resources. Check completed work and notify suppliers/providers of any errors. Update records as necessary. Subject Matter Expert (SME) and Point of Contact (PoC) for all Telecommunication matters within the AoR. Providing Direction and Guidance (D&G) when required. Advise and support HEO Information & Communication Systems (ICS) with Telecommunication matters. Liaise with MOD customers to ensure that telecoms requests are justified and accompanied by a One Page Business Case (OPBC). Advising HEO ICS on the validity of the OPBC. Prepare, submit and monitor approved complex and routine telecommunications Service Order Re-quests to service providers. Ensuring that Value for Money (VfM) and contractual timescales are ad-hered to, address and resolve any issues that arise. Ensure that the correct financial governance, compliance and, where applicable, cost recovery measures are in place in respect of telecommunications services provision. Telephony support to UK Resilience Ops. Manage Tels budgets on a day-to-day basis, ensuring all costs are correctly recorded. Prepare monthly Report of Out-turn and Expenditure and Forecast of Out-turn and other forecasts as directed by line management. Responsible for all administration relating to the issue/receipt of temporary or permanent telecoms equipment including iPhones and iPads. Person specification Essential: Be able to quickly build good working relationships with a variety of partners, both internal and external to the organisation and be able to provide support to a wide range of people of different backgrounds. The ideal candidate will be well organised and will possess strong communication skills in both written and verbal form. You will have good Information Technology skills, including Microsoft Office 365, have excellent time management skills. Be able to use initiative to prioritise work with minimal direction whilst maintaining an excellent attention to detail. Desirable NVQ3 or 4 (or equivalent) qualification in ICT with 2 years relevant experience would be desirable. A Financial Skills Certificate stage 1 will be required to be completed within 6 weeks on commencing post if not already held.
