The Northern Care Alliance NHS Foundation Trust (NCA) is looking to recruit a Procurement Manager that will join the existing procurement team; we are looking to recruit a pro-active, self motivated and ambitious Manager to join our Team.
The successful candidate will act as a lead expert in all aspects of procurement, providing professional advice to internal customers within the Trust. The Procurement Team are recognised across the NCA in providing a crucial role to the organisation, ensuring we deliver value for money for all the goods and services we buy.
This is a 12 month fixed term opportunity.
Main duties of the job
You will manage a category area within the strategic sourcing team as part of the professional procurement service to the Trust, contributing to the development and achievement of the trusts procurement strategy and work plan. The post holder will support the Senior Procurement Manager on procurement issues and lead on key projects.
You will ensure that the service is sensitive, responsive and flexible to the changing needs of the Trust. Balanced with the need to remain cost effective, the main task is to provide a strong and effective professional service leading to the achievement of agreed targets, efficiencies and added value initiatives.
A key focus for the role is presenting the procurement function as a progressive, proactive, responsive and innovative concern in order to generate and drive uptake of negotiated contracts. Working closely with stakeholders to influence choice, prioritise change and deliver savings, process improvement and product standardisation.
CIPS qualified or working towards the qualification, plus experience in the Healthcare sector, though not essential, would be a distinct advantage.
Currently predominately home based - the role requires flexible working from Trust Offices and Home location with flexibility to meet the demands of the role. Training and support is offered to the right candidates to ensure they can be successful in the role.

Person Specification
Qualifications
* Working towards MCIPS status
* A good standard of general educational incl. GCSE Maths and English or equivalent
* MCIPS (Chartered Institute of Procurement & Supply) or equivalent Degree
* Project Management or IT quals
Knowledge
* Knowledge and Understanding of Contracts and Frameworks
* Knowledge and understanding of all legislation, policy and guidance associated with competitive tendering and contract awards.
* Working knowledge and experience of conducting competitive tendering and awarding contracts using the Public Contract Regulations (PCR15)
* Knowledge and understanding of category management
* Working knowledge & experience of Standing Financial Instructions and Group Governance Framework Manual to ensure all requisitions / orders / contracts comply with organisational policies
Skills
* Project and change management skills and experience
* Ability to manage time, plan, organise and prioritise workload to fulfill the requirements of the role
* Ability to analyse areas of work to identify areas which would benefit from improvement
Experience
* Significant experience working within a procurement environment
* Experience of delivering procurement projects with a proven track record of success in delivering benefits and savings
* Experience of managing various stakeholders including third party organisations to deliver results through influence and persuasion
* Line management experience including setting objectives, conducting appraisals
* Experience of managing, developing and leading teams of staff
