Role: Deputy Finance Business Partner Contract Length: 3 months Location: Southend IR35: Inside Pay Rate to Intermediary: Up to £21.66 per hour holidays pension Spinwell is recruiting for a Deputy Finance Business Partner for an excellent opportunity within the public sector. RESPONSIBILITIES OF THE DEPUTY FINANCE BUSINESS PARTNER Monitoring: The post holder will be required to deliver and analyse wide-ranging aspects of financial monitoring, including CIPs. They will provide financial reports and forecasts reflecting the performance of the Division and will highlight remedial action where appropriate.The information they provide will also form the basis of external reporting to healthcare regulators. Financial Performance Management: The post holder will take a leading role in the development and maintenance of systems and processes to support financial performance management of the Division and the Trust as a whole. You will develop performance management techniques.You will be required to challenge and hold people, often senior management, accountable for their actions and their financial position. Financial Planning and Budget Setting: The post holder will provide financial planning and budget setting support to the Trust, Clinical Division and Executives and manage the detail working papers that sit behind the budget divisional and Trust board papers. Financial Support: The post holder will provide financial support to the Trust, your Clinical Division and Executives and will ensure financial input into multidisciplinary teams / projects across the Trust and Local Health Economy. Developing Strategy: The post holder will contribute to the development of highly complex financial plans and strategies to support the strategic objectives of the organisation, e.g., operations development, and recovery strategies. Reporting: The post holder will deliver regular reporting frameworks in line with the Trust timetable and agreed standards to the Assistant Director of Finance (Financial Management) to contribute to the management of various aspects of financial reporting.They will be required to contribute to implementing policy changes in the Divisions. Policy and Service Development:The post holder will provide specialist operational and strategic advice on the full range of financial reporting, contributing and leading on Trust wide policies where relevant. Training and Development: The post holder will be required to provide financial and other appropriate training and advice to all levels of staff at the Trust.They will also provide support and training opportunities to finance trainees within the organisation and also to any other new starters as required within the organisation. Specialised Advice: The post holder will take a leading role on aspects of the financial reporting regime and will provide a source of expert advice both within and outside of the Trust. Use of IT: Implementing and utilising the most appropriate systems to enable the above processes to be achieved within their timeframes.To use and develop to an expert level a range of applications including spread sheets, word processing, databases and electronic financial systems and presentation software to develop electronic systems to support the achievement of objectives.The post holder will be highly skilled and specialised in all aspects of IT. Other: To deputise for the Finance Business Partner as required and to undertake any other duties as appropriate. SKILLS/EXPERIENCE OF THE DEPUTY FINANCE BUSINESS PARTNER CCAB, finalist or qualified by experience. Demonstrable evidence of continuous personal and professional development. Expert theoretical knowledge of accounting, NHS accounting and Public Sector Accounting policy. Knowledge and experience of strategic and business planning and investment appraisal process. Knowledge and experience of performance management techniques. Experience of budget setting to prepare plans for financial and human resources. Analytical and problem solving skills. Ability to provide and receive highly complex, sensitive and contentious information. To be able to carry out business ensuring all accounting treatments are adhering to Generally Agreed Accounting Principles (GAAP) and International Accounting Standards (IAS). High level of ability in designing, developing, managing and maintaining complex computerised financial systems, spreadsheets and databases. Proven high level of communication skills using a range of methods e.g. Written, verbal presentation to executive team and senior management as well as budget holders of all levels. The ability to formulate arguments and express them clearly to lay people and to persuade clinicians and senior management over a course of action. The ability to deal with highly complex facts or situations including those relating to business case development. The ability to make judgements where there is no precedent and where other leading opinions conflict. High level of capability to enable the management of a multiplicity of Targets/objectives and make judgement regarding the allocation of financial and human resources. Ability to influence, command respect and to establish credibility quickly. Ability to work effectively with directors. To display good negotiation skills. Ability to plan and organise a broad range of highly complex activities. Ability to formulate highly complex plans and adjust these through time. ECDL or equivalent is essential – i.e. experienced in the use of financial systems/spreadsheets/databases/word processing. Advanced keyboard skills essential.
