Temporary Job: GP Surveyor / Estate Surveyor, Local Authority (MRICS)
A large and busy property services team within a local authority requires interim support. As a Senior Asset and Estate Surveyor, you will act as the property business partner for Children and Family Services, ensuring compliance with the Corporate Landlord model for managing land and buildings portfolio.
The Corporate Landlord's responsibilities include the acquisition, development, and disposal of land and buildings. It oversees asset planning, review, feasibility, and options appraisal, aligning with the needs of all service areas and prioritizing corporate objectives. You will work closely with the Children and Family Services department in this role.
Job Duties:
1. Lead the development of strategies and plans for client departments.
2. Drive property initiatives through business cases, considering capital and revenue sources, and oversee project delivery.
3. Manage assets supporting service areas and promote strategic management of the council's property assets with stakeholders.
4. Review property assets to realize development potential across the council's interests.
5. Contribute to the multidisciplinary team responsible for asset management and compliance with the Corporate Asset Management Plan.
6. Apply a proactive, commercial approach to maximize value for money.
Main Duties and Responsibilities:
* Provide expert advice and lead strategic management of the council's assets.
* Develop and align the Asset Management Plan, including capital and revenue programs.
* Offer advice on property requests, conduct business-case analysis.
* Manage capital and revenue projects through internal teams and external providers.
* Prepare reports and briefings for senior management and governance bodies.
* Maintain knowledge of relevant laws and regulations, applying best practices.
* Engage with stakeholders to deliver customer-focused asset management.
* Lead and monitor external agents and manage contracts.
* Represent Strategic Property Services in internal and external groups.
Qualifications:
* Degree or equivalent in Land / Property Management or similar.
* Full MRICS membership of the Royal Institution of Chartered Surveyors.
Experience:
* Extensive experience in corporate landlord model within Asset Management in local authorities.
* Experience in land and property disposal, leasehold and freehold.
* Knowledge of landlord and tenant law, negotiation, valuation.
* Experience liaising with various local government services.
* Proficiency in valuing diverse property types and understanding construction matters.
