Background
To carry out the day-to-day processes for the provision of an effective and accurate payroll service to the stakeholders of the Payroll Shared Service.
Key Responsibilities
1. To work as part of the team to run the end-to-end payroll process for all organisations and ensure payroll records and controls are maintained.
2. To manage and carry out the day-to-day processes for the provision of an effective, timely, and accurate payroll service for a portfolio of organisations in accordance with HR policies, service standards, and performance requirements. This includes processing/checking starters and leavers and administering statutory and occupational schemes of leave (e.g., sickness, accidents, maternity, and paternity).
3. To effectively maintain group email inboxes and ensure that external and internal enquiries (from management, staff, and Members) relating to the payroll service are responded to appropriately.
4. To ensure that deductions from salaries are made in accordance with employee instructions (e.g., lease car deductions, union membership, health schemes, court orders, etc.) and comply with the organisations' financial regulations and HMRC requirements for taxation and NI, as well as the Essex Pension Fund for pensions.
5. To provide resilience across the service for cover when required.
Qualifications and Experience
1. Experience of payroll processing.
2. Recognised payroll qualification and evidence of continuing professional development (desirable).
3. Experience of working on multiple payrolls, working towards multiple deadlines (desirable).
4. Understanding of gross to net calculations.
5. Experience of using iTrent is desirable but not essential.
6. Up-to-date knowledge and experience of HMRC requirements (for Tax, NI, SMP, SSP, RTI reporting, etc.).
7. Aptitude for using and developing IT to better support and operate the payroll function.
8. Excellent numeracy and literacy skills.
9. Ability to work in a small team without supervision.
10. Ability to communicate effectively with a wide range of audiences, including employees, managers, and councillors.
11. Flexible approach to duties and hours.
12. Ability to keep calm under pressure.
13. Excellent timekeeping and organisation skills.
