Hard FM Operations Manager UK Defence Academy, Shrivenham, SN6 8LA Full time- Monday- Friday (37 hours per week) Competitive salary plus benefits Serco have an exciting new role for a Hard FM Operations Manager to join our Estates department. This key role will work closely with the site operations maintenance and project teams and will support a busy operational Estates Department in the collation and provision of mechanical, electrical, build and specialist services, life cycle and building fabric information. This role will see you act as the stakeholder interface on site to the delivery of all operational contractual outputs and manage Supply Chain to ensure that all statutory, mandatory, and reactive performance indicators are consistently achieved within area of responsibility. Full Hard FM management of all services across a large and diverse estate covering 660 acres, 150 buildings and 290 Married quarters for the effective delivery of all Estates related services for the two main contracts which are: The Defence Academy Campus Integrator estate and the Joint Services Command & Staff College. The role requires a thorough understanding of the wider FM landscape, and the ability to provide leadership, strategy, and direction to the Estates team. This will be a challenging role and requires an individual with the experience of managing change and who can demonstrate examples of transformation and business development within the FM arena. Main Accountabilities: Oversee the effective, compliant, and timely delivery of maintenance and response works in accordance with statutory legislation and MoD Mandatory requirements, complying with all Health and Safety and Environmental standards and policies. Deputise to the Head of Estates when required at various meetings and audits. Monitor Supply Chain service delivery, value for money, quality and safe working to ensure all performance indicators are consistently achieved. Review Risk Assessments and Method Statements to ensure they are to an acceptable standard and, where required, act as Method Statement Coordinator to ensure a consistent approach at site. Record all tasks against the appropriate assets in the CAFM system, including work in progress and completed job inspections, and ensure all documentation relating to maintenance and response works is completed, recorded, and distributed in a timely manner. Ensure, as far as reasonably practical, that all persons on site observe the requirements of JSP 375, work closely with the Estates SHEF to ensure compliance and, where required, deliver the requirements for Working at Height and/or Confined Spaces appointments. Ensure compliance with the Asbestos register and management plan and, where required, take on the duties of Asbestos Responsible Person. Ensure compliance with the Legionella management plan and, where required, take on the duties of Legionella Responsible Person. To include full project management under CDM for various M&E / B&CE tasks from inception to completion including financial and commercial responsibility. To develop relationships with Operational teams to improve knowledge and understanding of operational needs, best practice, training and techniques so that all hard FM services are operationally and commercially viable. Accountable for Contractual compliance and performance measurement of the FM department Financial and Commercial control of FM Dept costs both for Life Cycle replacement, overheads and Infrastructure works. Personnel management of FM Department staff. Accountable for all Material Obligations and Contractual KPls. Accountable for effective and economic operation of the Estates Service function, accountable for full compliance to the Serco Management System policies Undertake Leadership and Engagement activities across all sites. Undertake robust and challenging reviews of all Contract Change Request proposals and major AMP Infrastructure Projects Development & Delivery of the Planned Preventative Maintenance Programme Delivering and maintaining a CAFM systems to deliver the estates programme. What you’ll need to do the role: Able to achieve SC clearance. A proven track record in leading large complex FM Estates Strong Management and Leadership skills. Formally qualified to Chartered Mechanical or Electrical Engineer status with a degree in Building Services Engineering or similar qualification. Higher Qualifications in Commercial and Financial discipline Complex Project Management Experience High Value Contract and Tender experience. Works effectively in different environments by adapting thinking and behaviour. Develops a clear and focused business direction given current organisational capacity and external factors. Strong leadership and performance management techniques, providing clear vision and positive direction. Health and Safety qualifications. Development of asset and condition surveys experience Ability to work in a day to day evolving environment with focus on service delivery, Commercial and financial awareness. Member of BIFM, RICS, MCIOB or similar qualification Exceptional organisational skills and experience of successful service delivery Experience of working in a customer focused environment. Excellent MS Office skills. Excellent oral and writing interpersonal skills.
