The Directorate for the Chief Operating Officer, NHS Scotland is responsible for developing Health & Social Care Policy for the people of Scotland. The Directorate works to achieve the best health and care outcomes for people by supporting NHS Scotland in delivering key performance targets. The Performance and Delivery Division supports the development of policies for urgent and unscheduled care through collaborative programmes. This support includes eight high impact changes such as virtual capacity, discharge without delay and redesign of urgent care. The team also provides: monitoring and reporting on NHS board performance; support for NHS boards, improving performance and addressing backlogs in care; delivery of planned care actions set out in the NHS recovery plan; the management of national treatment centres to provide additional protected capacity; and support for ministers in all aspects of the division's responsibilities. You will be responsible for overseeing policy and engagement activities across Hospital at Home and Unscheduled Care. You will be expected to model behaviours and values in line with the Civil Service Code and your political acuity and judgement will be tested daily. You should have a high degree of political awareness, be capable of working autonomously in a fast-paced environment and be able to provide leadership across the office and to the wider organisation. Responsibilities • Supporting the Deputy Director and Director to deliver key priorities and areas of work, making well-informed decisions ensuring stakeholder views are appropriately built in to proposals / recommendations; ensuring that Ministerial commitments are met. • Providing assurance on the development of high-quality advice to Ministers on cross-cutting policy issues which supports short and long-term decision-making. • Provide strategic leadership, direction and oversight to the monitoring of Unscheduled Care performance, interpreting data; developing advice on policy development and setting up a performance management framework with policy colleagues across the wider DG. • Working with the Centre for Sustainable Delivery (CfSD) to agree improvement work that supports delivery of unscheduled care priorities, ensuring appropriate governance is in place which delivers key ministerial commitments throughout the year. • Working with colleagues including CfSD, WSIA, health economists and PHS to lead on developing policy options for the expansion of virtual capacity; lead and manage stakeholder views and expectation; scope and provide options for recording and reporting with PHS. • Working with internal and external stakeholders, lead the development of workplans to expand and improve data collection and performance metrics across NHS Scotland, to ensure quality of care measures. For example concluding the review of the Four Hour Emergency Standard; leading the delivery of recommendations with key stakeholders. • Lead on the external evaluation of the Redesign of Urgent Care Programme, engaging with key stakeholders to ensure findings are built into policy proposals. • Build and maintain strong relationships with senior officials and Ministers across the organisation and externally, and represent the Government and Directorate in discussions with stakeholders, including the Academy of Royal Collages and Health Board Chief Executives and Chief Operating Officers. • Provide strategic leadership to colleagues across the Directorate and chair key meetings, handling sensitive negotiations and working collaboratively to shape, influence, co-produce and implement key priorities and initiatives. • Provide robust advice and recommendations to the Deputy Director on the allocation of financial resources within the Directorate, including the allocation of the £50 million budget to improve unscheduled care. • Provide effective leadership to the team and direct line management to the team leads for Unscheduled Care and Hospital at Home.
