The Construction Manager is responsible for the entire scope of construction site activities during ITO and OTR, acting under the direction and on behalf of the project director.
Within a given project, they define the site works strategy, leads the site teams, and manages the execution of the project scope of work, across multiple sites when needed.
They will ensure that Safety, Quality, Costs and Schedule comply with contractual obligations, company policy and local regulation.
Role Summary

In ITO
Coordinate costing & scheduling of site activities.
Prepare tender documents related to construction & Installation activities.
Leads the definition of contracting strategy (sub-con / partner) and its development and application throughout ITO phases with support from EHS, Quality, Planning & Sourcing.
Actively participate to project teams from feed stages all the way through completion.

During OTR
Ensure the consistent application of the defined contracting strategy.
Ensure the timely definition and issuance of sub-contracts with EHS, Quality, Planning, Contract Management & Sourcing support.
Act as the main point of contact for commercial aspects of all site sub-contracts.
In the case of partner / consortium, act as the main point of contact for all construction related topics.
Ensure integration of Customer EHS requirements in project specific EHS procedure with EHS department support.
Responsible for planning of C&C activities within the overall project schedule, implementation of construction management (LPS) on each site towards on time delivery of the project.
Responsible for managing the risks and opportunities related to Construction & Commissioning activities.
Responsible for preparation of staffing plan, mobilization of site teams & follow up of actuals vs. plan.
Set goals and objectives for the site managers mobilised on his projects.
Liaise with design office for timely issuance of data required for preparation of site works ( specs, designs, BOQ, material lists, …).
Initiate implementation of CMS (Completion Management System) & definition of TOPs with Project Commissioning Manager.
Support project leadership during important meetings with customer.

Major Responsibilities
People Management
Lead and manage the site teams to ensure performance standards, project objectives, policies and procedures are met.
Ensure the team has the right level of know-how and competency to perform their responsibilities through coaching and development.
Health and Safety
Demonstrate EHS leadership and ensure STOP WORK POLICY is implemented within the team
Ensures application of GE GRID EHS Policy and procedures in all site activities.
Communicates regularly on policy & process to all Project Site Staff (GE GRID employees and non-GE Grid) and ensure their application by all stakeholders on Site.
Takes responsibility to reward and encourage proactive steps toward all matters related to EHS in the workplace.
Participates in EHS Gemba walks and leads EHS improvement initiatives on the sites under its responsibility.
Identifies and evaluate EHS risks and implements practical measures.
Sets an example by demonstrating the proper acts and actively observing work conditions and behaviors, giving immediate & constructive feedback, and celebrating achievements or safe behaviors.
Actively and routinely promotes the identification of hazards and near misses to their teams
Actively participates in defining corrective actions when work is unsafe or when an uncontrolled risk is observed.
Quality
Comply with Quality Procedures, work instructions and Processes.
Report or resolve any non-conformances and process in a timely manner.
Put in place Site procedures to ensure that Site Works will be conducted to the satisfaction of the Customer, to the level of GE Grid standards.
Ensures collection of key information on sites for preparation of Lessons Learned for capitalization on future projects.
Initiate & participate to improvement actions on Construction processes, tools, and documents.
Key performance Indicator Management
Provide timely status and metrics of site activities performance within the project:

Weekly safety project metrics and observations

Weekly LPS Prod. management indicators (Make ready, PPC) & Monthly variance to milestones.

Monthly report on sub-contract status.

Monthly report on spend vs budget (personnel workload, site costs, subcontracts, …)
Skills / Qualifications
An appropriate qualification in Civil / Electrical Engineering, degree level with extensive experience would be an advantageous but equivalent experience would also be considered.
Have appropriate health and safety experience, training and qualifications in line with international standards for roles of this nature. GWO certification will be an added advantage.
Background in Building Services, electrical works and commissioning.
Previous experience of undertaking the role of Construction Manager on a large EHV Substation Project. Construction experience in the UK would be an advantage but is not essential.
Knowledgeable on international standards and 'best practice' in relation to construction.
Be knowledgeable on environmental legislation and good industry practice in relation to construction works.
Knowledgeable on the key applicable standards and specifications associated with the civil and electrical works construction applicable for countries in the region.
Have experience in off-shore platforms E&I works will be an added advantage.
Will be required to travel frequently to various project sites across the region and to yards across the world for off-shore wind farm projects.
Ability to work remotely but integrate with the GE’s wider team.
Ability to communicate effectively, and to accurately and concisely report both verbally and in writing. Proficiency in ENGLISH mandatory. However, additional language proficiency in European languages will be an added advantage.
IT proficiency including collaborative platforms & tools.
Have previous experience in the installation and commissioning of key elements of the project including:
