Rubicon Consulting is currently recruiting for a Senior Portfolio Resource Planner on a Permanent basis, located in Birmingham (Hybrid working - Mon/Tue/Thurs office based - Wed/Fri WFH).
Our client is a global process engineering company specializing in water, wastewater, and sludge treatment, as well as waste-to-energy solutions.
Role Summary
The Portfolio Resource Planner is responsible for developing an optimal resource plan of the functional teams across the full portfolio of projects, advising the leadership and management with short to long range capacity planning including resource availability, resource constraints and utilisation.
Main Duties & Responsibilities
1. Supervise a team of project schedulers to deliver on their responsibilities.
2. Apply project prioritisation to sequence of planned resource activities.
3. Optimise resource allocations.
4. Maintain the roles and resources data.
5. Maintain project data and timesheet approvers.
6. Maintain cost data.
7. Levelling resources and activities whilst meeting contractual dates.
8. Prepare planning scenarios and reports.
9. Manage the workspaces and projects list for effective planning and reporting.
10. Support the portfolio committee with portfolio planning and advisory.
11. Support as required in project recovery plans.
12. Ensure each project is set up in OPC with the governance and controls in place.
13. Ensure the RAID logs are initiated at Tendering.
14. Provide insight and assurance on governance and controls of the project portfolio enterprise.
15. Conduct planning requirements in respect of change orders and change requests.
16. Identify opportunity and risk during the programming process, ensuring early warning systems exist on individual projects for schedule deviations to be notified at the earliest possible time for remedial action by Project Management.
17. Support project stakeholders with the risk register and time risk allowances.
18. Ensure allocated tenders and projects are planned to meet milestones and cost targets.
19. Use effectively all software, techniques and equipment as assigned to individual proposals and projects.
20. Assist in developing and modifying project planning techniques, with the objective of improving the Project Managers' ability to control the project programme costs and to manage resources to meet contractual deadlines.
21. Provide guidance and support to Trainee Planners or other members of the department as may be requested from time to time.
Qualifications/Skills
1. A formal qualification (HNC or equivalent or above) in a relevant discipline.
2. A degree or equivalent level qualification in a relevant engineering, project management or operations management discipline.
3. Practical demonstrable experience commensurate to the level of the role within the manufacturing industry or engineering sector.
4. Proven experience with resource planning.
5. Experience in a project portfolio enterprise environment.
6. IT literate with an ability to use a wide range of IT packages including Microsoft Office, Primavera cloud, Power Bi.
