Overview of role
Working within the broad TfL PMO, you will support the delivery of London’s public transportation network. The focus will be on the following specialism: Information Management/Data Control systems – including Asite.
As a PMO Systems Specialist, you will be responsible for providing a service to projects that supports technology-enabled control through integration of project planning, risk management, governance, reporting, cost management, and resource management to facilitate strong evidenced delivery, investment, and business decision making.

Job Purpose
The role is to provide technical expertise to the PMO Systems Team enabling them to ensure the appropriate tools are in place to support the current and future needs of the business.
The job holder will be expected to support the objectives of the relevant Systems Manager to provide in-depth technical capabilities, act as a knowledgeable collaborative interface with key stakeholders within the Project Management Office (PMO) such as the Information Management/Data Control teams and the project delivery community (Project Manager, Engineers, and supply chain) to ensure issues are resolved promptly and emerging user requirements are addressed where practicable.
The job holder will be expected to develop and maintain relationships with the central TfL Tech & Data teams as required to ensure the ongoing service provision and development.
Key accountabilities
1. Ensuring that the Systems Manager has the technical capability at their disposal to fully support and maximise the value of specialist systems by providing in-depth expert/developer level of the defined tools.
2. Providing first line support troubleshooting PMO systems, liaising with software vendors for issues and support activities, managing user accounts, training, and privileges to ensure external/specialist system provision is maintained.
3. Interface with Tech & Data to identify and support deployment of software upgrades and patches, back-up and recovery tasks. Support in-flight projects through provision of guidance, expert services, and super user support. To ensure compliance with TfL Tech & Data strategies and governance.
4. To support the Systems Manager in facilitating project set-up within relevant PMO systems. Ensure projects are appropriately closed out in the relevant PMO systems upon completion, including migration of information into business records and operational information systems.
5. Undertake data analytics tasks and report development to provide performance insights including data manipulation, transfer, and visualisation activities using database query, scripting/programming, and dashboard skills ensuring projects and PMO Reporting Leads are provided with timely, accurate reporting and analysis.
6. To support the Systems Manager and the PMO Systems Professional Manager in leading the collaboration between the PMO, Tech & Data, and contractors’ systems teams in developing approaches to optimise the use of technology to enable efficient delivery of TfL projects.
7. Lead in designing, implementing, and deploying appropriate systems, configuration, and skills into projects and guiding Information Management and Data Control teams to maximise the benefits derived by using the tools and capabilities provided. This includes first line support and instruction to project teams.
8. Provide expert knowledge and support to the development and setting of PMO information strategy.
9. Develop personal capability to provide basic support for other PMO Information Systems, such as but not limited to, planning, business information, and reporting tools.
Knowledge
1. Extensive knowledge and understanding of capital projects and programmes with an emphasis on systems supporting cost, performance management, and integration.
2. Systems management & benchmarking and how this supports and integrates with a wider high functioning environment.
3. Expert and developer knowledge in working with specialist system (e.g. Asite).
4. Knowledge of Information Technology Infrastructure Library (ITIL) processes.
5. Extensive understanding of project delivery systems development approaches.
6. Extensive knowledge in developing and building Power BI reports.
7. Expert knowledge in the use of coding relevant to a specialist application.
8. Expert knowledge in working with enabling technologies and project performance data.
9. Asite and its key modules which includes EDMS, CAMS, and Field. Knowledge of other information management systems such as SharePoint, Livelink, and Projectwise would also be advantageous.
Skills
1. Good influencing skills to manage and motivate teams in and outside of the directorate and embed Systems management methodology and process in support of delivery of high risk, value, and complex project and programmes.
2. Specific technical skills are expert/developer level experience in their relevant expert system.
3. Relevant coding experience for application e.g. Blockly, Jscript, Power BI, and MS InfoPath.
4. Delivery skills:
1. The provision of Information Management and Reporting.
2. Planning and implementation of technical changes.
Experience
1. Experience of creating, adapting, and monitoring processes around information management systems in major projects and experience of implementing tools to support improvements.
2. Experience of developing, configuring, or implementing product development strategies for comparable organisations.
3. Experience of project managing information technology/systems projects and managing IT vendors.
4. Experience in using and dealing with Application Programming Interfaces (APIs) and data mapping.
5. Experience in managing stakeholders in a complex matrix-managed project environment.
6. Experience in developing templates for and aligning complex performance data to meet the performance management and reporting requirements of delivery projects.
7. Experience in dealing with and implementing Information and data management concepts including Reporting, Field management, workflow and process design, Work Breakdown Structures, commercial management (NEC3 and NEC4), Project Change Control, and data interfaces with other systems.
