Deputy Clinical Finance and Business Manager

This role will require you to support the Clinical Financial and Business Manager in the provision of comprehensive business and financial management information, providing advice to a Clinical Directorate and to the Trust as a whole. You will assist in the production of timely, accurate, and relevant information for the completion of monthly board reports and ad hoc reporting in accordance with the Trust's Standing Financial Instructions. You will support the development of financial knowledge and awareness within the Directorate, ensuring long-term financial stability and viability.
Main Duties of the Job
* To deputise for the Clinical Financial and Business Manager (CFBM) in his/her absence.
* To work in conjunction with the CFBM to provide accurate and timely budgetary reports and information for the Directorate and to support Trust-wide financial reporting using outputs from various computerised systems and presenting the information in a user-friendly format.
* To analyse, investigate and resolve financial queries and budget variances, providing managers with relevant information such as trend analysis reports and reconciliations to enable budget holders to take corrective action on under/overspent budgets.
* To conduct quarterly budget reviews with designated budget holders and report pressures/actions to the CFBM in preparation for the monthly budget meeting with the Clinical Director and Directorate Manager.

The Countess of Chester Hospital NHS Foundation Trust provides services to West Cheshire and to Welsh patients covered by Betsi Cadwaladr University Health Board. The Trust works collaboratively within the wider Cheshire and Merseyside Health and Care Partnership. Its services are provided from three locations:
* The Countess of Chester Hospital: providing 438 general and acute beds.
* Ellesmere Port Hospital: providing 56 beds as a rehabilitation, intermediate, and outpatient facility.
* Tarporley War Memorial Hospital: a base for community services serving the local rural population.
The Trust employs over 6,258 staff (headcount) including temporary bank staff and provides acute emergency and elective services, primary care direct access services, and obstetric services to a population of approximately 407,000. This includes 357,000 residents in Chester and West Cheshire, which includes Ellesmere Port and Neston, as well as the Deeside area of Flintshire, which has a population of approximately 50,000.
The Trust is a busy district general hospital, and in 2022/2023, there were more than 503,342 patient attendances (inpatient, outpatient, and diagnostic), ranging from a simple outpatient appointment to major cancer surgery. This is an increase of nearly 10,000 compared to the previous year when there were 494,387 patient attendances.

Person Specification
Qualifications
* Post Graduate CCAB Diploma level / Finalist or equivalent with significant experience working at a senior level.
* Recognised management qualification, e.g., ILM.
Knowledge and Experience
* ECDL or equivalent experience, especially on Microsoft-based packages.
* Proven commitment to continuing development.
* Previous experience of working within a financial environment.
* Previous experience within financial management.
