AIM AND PURPOSE OF THE JOB
* To provide inspirational and strong leadership to ensure the highest standards of teaching, learning and assessment.
* To contribute to the review and development of curriculum products in the area of Construction for Further Education and Work Based Learning to position the College at the forefront of Construction education in the region.
* To work within a multi-disciplinary team, supporting the project management of new developments and sourcing associated equipment and resources.
* Centre management responsibility for the continual updating and upkeep of the physical environment and specialist resources.
* Involvement with projects associated with Worcestershire and Greater Birmingham and Solihull LEPs.
* To positively contribute to the positioning of the College in the economy of the City region through active and effective networking and effective communications and relationships to maximise business development and growth opportunities.
* To take a lead role in development and further championing the role of Blended Learning within all aspects of curriculum.
* To provide secure financial management and accountability that delivers value for money and effective budget management.
* To develop and lead on employer working groups to meet local business needs and national priorities.
* Evaluation of performance through the Self-Assessment process and development of a dynamic Quality Improvement Plan.
* To set and maintain an example of high-quality teaching, learning and assessment within Construction by teaching up to 12 hours per week.
* To promote and drive high levels of performance through clear and agreed targets, professional development, mentoring and coaching, effective use and deployment of resources, regular and purposeful meetings, and communications, applicable to staff and learners alike.
* To proactively performance manage under-performers and ensure that good and outstanding practice is recognised, rewarded, and disseminated for the area of Construction.
* Conduct the appraisals with staff in the area, ensuring they are meaningful and professionally challenging.
* To ensure that line reports are set clear targets and that these are regularly monitored to ensure that they are achieved for the area of responsibility.
* To use technology to deliver effective learning and communications with internal and external stakeholders for the area of Construction.
* To have an active presence at all Construction sites.
KEY ROLES AND ACCOUNTABILITIES
The Vocational and Technical Leader will be responsible for the following area within the overall control and guidance of the Director and Assistant Principal:
* Teaching, learning and assessment development and improvement; equality and diversity; safeguarding; performance management culture; effective self-assessment and improvement planning; effective business planning; relationships with partners (community and employers); compliance with policy and procedure; a culture of respect and wellbeing of students and staff; policy and procedure compliance; legislative compliance; celebration and recognition of student attainment and good practice; professional development.
* Ensure that students are enrolled on the right programme at the right level.
* Implement and coordinate plans to ensure student transfers take place within the prescribed probationary period and monitor their effectiveness.
* Contribute to the identification of business opportunities for FE, HE (where applicable) and work based learning curriculum development.
* Prepare and agree area curriculum plans, annual student enrolment and progression targets with the Director and Vice Principal or other line manager.
* Participate in industry/community panels and forums relevant to the area and SSA(s) and ensure high levels of satisfaction amongst employer and community groups.
* Review local market information to inform and develop the curriculum offer.
* Coordinate and participate in the promotion of the area/SSA curriculum through open evenings, information days and student awards.
* Coordinate the sharing of best practice within and across areas/SSAs.
* Ensure staff implement college policies and procedures with regards to curriculum management.
* Ensure that staff maintain current information and expertise in their particular specialist field.
* Contribute to the consistent marketing, promotion and communication of the areas curriculum offer and ensure students are aware of internal/external progression opportunities.
* In liaison with the Line Manager, monitor the effectiveness of tutorial arrangements.
* Promote the learner voice in the area.
* Support staff in the management of student behaviour and conduct.
* Develop a suite of commercial training programmes and services.
* Responsible for risk management (including risk assessments and health, safety and welfare management in the SSA work based learning areas and activities).
* Ensure compliance with purchasing and tendering procedures and assertively challenge non-compliance and take appropriate action.
* Maintain an understanding of the relevant funding methodologies to achieve optimum levels of funding for the curriculum areas.
* Contribute to capital and other bids to support college/SSA growth and curriculum development.
* Liaise with the MIS and finance departments to ensure all relevant SSA data reporting is accurate and complete in a timely fashion.
* Contribute to and manage the implementation of quality improvement strategies.
* Agree quality improvement targets (attendance, retention, achievement and timely success rates) at area and course level with the Vice Principal and Director of Curriculum, Resource and Quality or other line manager and produce plans to achieve and/or exceed these.
* Ensure that robust effective quality assurance arrangements are in place that assures quality and continuous improvement.
* Contribute in the preparation for external inspection processes such as Ofsted/QAA and awarding bodies.
* Ensure the effective management of the quality of Functional Skills study programmes and work based learning provision and, where appropriate, effect timely remedial intervention measures.
* Support staff to develop outstanding provision in their areas.
* Support staff to develop good or outstanding teaching and learning as evidenced by grades awarded through Ofsted Inspection, QAA, the internal observation of learning scheme and other quality reviews.
* Contribute to the self-assessment and subsequent action planning process at area and course level.
* Manage and coordinate the effective implementation and monitoring of self-assessment and quality improvement plans at area and course level.
* Coordinate available human resource to ensure efficiency (full utilisation) and effectiveness of staffing with the area; ensuring staff area are efficiently timetabled.
* Induct all new staff to the department, monitor progress of mandatory training and/or contractual requirements, as well as conduct all probationary reviews.
* Manage the timely completion of staff appraisals, ensuring that this informs the meaningful professional development strategy for the area.
* Contribute to the planning with the Director and Vice Principal staff resources in-line with available budgets, college strategic priorities and objectives.
* Facilitate ‘value for money’ staff development and/or continuing professional development in-line with available budgets, curriculum needs, college priorities and strategic aims.
* Liaise with the HR department, in a timely fashion, to ensure all area staff data is accurate and complete.
* Ensure area staff compliance with college policies, particularly in respect to Equality and Diversity and Safeguarding.
* Pro-active promotion and enforcement of the college’s Professional Code of Standards for staff within the area.
* Responsible for ensuring staff comply with the College’s Health and Safety policies, procedures and plans, including risk assessment and challenge non-compliance, taking action as appropriate.
* Responsible for ensuring that employers are complying with College agreed Health and Safety procedures to safeguard students in the work place.
* Contribute to and where appropriate effect Continuity Contingency plans in the area.
GENERAL ACCOUNTABILITIES
* To commit to the safeguarding and promotion of the welfare of children, young people and vulnerable adults.
* To participate in the College’s Performance Management Scheme and attend such training events as are necessary to enable him/her to carry out the duties of the job description.
* To continually improve teaching, learning and assessment through proactive CPD and sharing best practice.
* To actively participate in the College’s Quality System, including quality improvement strategies and initiatives.
* To undertake such other duties as may be assigned commensurate with the grade and purpose of the post.
* To actively support College Safeguarding, Equality and Diversity policies.
* To operate/conduct all HR tasks and functions within the principles of GDPR.
* Contribute, as appropriate, to occasional internal ‘short life working groups’ or other groups that would benefit from specialist knowledge and/or experience.
* Contribute, or represent the college, as appropriate, to external organisations and associations that would benefit from specialist knowledge and/or experience.
* Support the college ethos at all times.
* Act as a role model to all staff and students.
* Where appropriate, to act as an advisor on specific areas of responsibility to the Governing Body.
* Contribute to the development and implementation of strategies, policies and processes to further the colleges mission, aims and objectives in the SSA and cross college management.
* Provide curriculum staffing, resource and information management.
* Deputise, if required for the Director or Vice Principal in operational issues.
* Undertake such other duties as may be assigned to you at your initial place of work or other locations within the College commensurate with the grade of the post.
* To comply with the requirements of the Health and Safety at Work Regulations. To take reasonable care for the health and safety of him/herself and for others affected by his/her work and to co-operate with the employer in ensuring that the Health and Safety responsibilities are carried out.

CONDITIONS OF SERVICE
The appointment is subject to the Conditions of Service for Academic Staff. The work pattern of a Lecturer is not necessarily linked to the traditional academic year.

SALARY
The salary range for this post is from £49,901 to £51,465 per annum. Starting salary will be dependent upon experience and qualifications. Once you have successfully passed your probationary period, your salary will increase within the salary band on an annual incremental basis, until you reach the top of the salary scale. Increments are in August.
PROFESSIONAL/TEACHING QUALIFICATION
Applicants are required to hold a first degree or equivalent professional qualification, and also a full teaching qualification or be willing to undertake and gain the Diploma in Education and Training qualification, within 3 years of appointment. Successful applicants will be required to attend the course on-site as the College delivers the course in-house.
MATHS AND ENGLISH
All staff are required to have a minimum level 2 qualification in both English and Maths. If you are not already in receipt of one or both of these qualifications, you will be expected to obtain it (them) during your employment at the College.
SAFEGUARDING
The College is committed to safeguarding and promoting the welfare of children, young people and vulnerable adults, and expects all staff and volunteers to share this commitment.
All newly appointed staff will be required to undertake safeguarding training following their appointment.
Heart of Worcestershire College adheres to the Department of Education’s guidance on ‘Keeping children safe in Education’. As part of your induction, you will be required to read and understand part 1 of this document.

VALIDATION OF QUALIFICATIONS
The College will undertake qualification validation by writing to the appropriate educational institute. Only those qualifications which are essential for the post will be followed up.
HOURS OF WORK
The hours of work will be based on 37 hours per week. Actual hours of work to be agreed with the manager.
DUTY MANAGER
All managers are required to undertake duty manager cover. This will be a duty at one of the main campuses that are open in the evenings. This will happen several times per term. You will be notified by the co-ordinator of the dates and locations.
ANNUAL LEAVE
The post carries 37 annual leave days with an additional eight public bank holidays plus a further five concessionary days as ‘leave to be taken at the Principal’s discretion’. Annual leave will be pro rata if part time.
Please note that only in exceptional circumstances, with your Directors permission, will staff be able to take more than 3 consecutive weeks of leave in any leave year.
PENSION SCHEME
The College operates an occupational pension scheme, namely the Teachers Pensions.
PROBATIONARY PERIOD
All newly appointed staff have to serve a 9-month probationary period. During the probationary period you will have to complete the Corporate staff induction, a Teaching and Learning Induction session if you deliver learning and additional mandatory courses on: Equality & Diversity session, Keeping Children safe in Education, Safeguarding Training session, Prevent, GDPR, Cyber Security and Health & Safety training session. Failure to complete these will prevent you from successfully completing your probation.
FIRST AID & FIRE MARSHALL
As defined in the person specification of the job description, those staff with these responsibilities are required to undertake first aid and or fire marshal duties across the College, when called upon to do so. Staff must ensure they are up to date with the relevant training.

LOCATION
The successful applicant will be based at the Redditch Campus but may be required to work at other locations from time to time.
