Description
Job Purpose:
The Recruitment Lead will support the Head of HR Operations in providing supervision and direction to the Recruitment team ensuring that the end to end recruitment process is efficient and utilises the technology solutions in place to support an excellent candidate and manager experience.
Reports to: Head of HR Operations
Responsible for: Responsible for management oversight of the recruitment team x 5 recruitment Advisors.The procurement and performance management of the Council's multi million contract (circa £20-30 million per annum) for a Managed Service Provider for Temporary Agency workers ensuring the Council has a resilient workforce that represents value for money.
Accountabilities:
> To lead on the operational implementation of the recruitment strategy and plans in line with the People and Cultural Transformation Strategy to develop the Council's brand and attraction strategy.
> To support HR and the wider Council by identifying recruitment issues, and develop appropriate interventions and solutions that facilitate effective resourcing solutions.
> To support line managers in developing innovative approaches to recruitment, and managing the overall permanent and temporary workforce approaches.
> To support the delivery of workforce plans through delivery of recruitment activity, achieving KPIs and performance targets.
> To ensure that safer recruitment processes are in place and that regular audits are undertaken to ensure a compliant recruitment process and all activities associated with the delivery of the process.
> To represent the council at events promoting the organisation and careers, ensuring appropriate set up arrangements are in place and monitoring their success.
> To work in partnership with the Apprenticeship team to promote new opportunities within the council.
> To review and analyse recruitment activity data, producing reports as required and develop actions to drive forward improvements.
Specific Minimum Qualifications and Expertise
Qualifications:
1. CIPD Qualified or demonstrable experience within Recruitment and Resourcing.
2. Up-to-date knowledge of Equal Opportunities and current employment legislation, its implementation including codes of practice, enabling advice to be given on broad ranging and complex recruitment issues
3. Occupational Psychology testing qualification (desirable)
4. Evidence of continuing professional development, leadership and personal
Experience:
5. A highly credible practitioner with extensive knowledge on recruitment and selection and people management
6. Substantial experience of providing recruitment and resourcing leadership that manages and reduces risk within a dynamic and changing environment
7. Experience of working within agency and permanent recruitment at all levels
8. Proven track record of developing policies and procedures and innovative recruitment campaigns to support business goals.
9. Demonstrable experience of managing recruitment campaigns and designing and facilitating assessment centres to meet specific strategic objectives within a role.
Knowledge and Skills:
10. Detailed knowledge of the relevant legislation and guidance that underpins fair and transparent recruitment processes
11. Highly developed specialist knowledge relevant to the delivery of recruitment and resourcing across all Council services
12. A probing, questioning ability to challenge systems, procedures, strategy and implement improvements
13. Ability to produce written material to a high standard which is suitable for a range of different audiences
