Salary: Head of Service band 3 - £61,931 to £73,908
Full-time, Permanent, Hybrid
We are seeking a dynamic and experienced individual to join our team as Head of our Revenues and Benefits service. The Service incorporates Council Tax, Business Rates, Social Care Financial Assessments and billing, Direct Payments, Childcare Payments, Housing Benefit, Council Tax Reduction, Discretionary Housing Payments and Local Welfare Provision.
You will also be an active member of the Finance senior leadership team with collective responsibility for the managerial leadership of the Finance Service, encouraging a culture that promotes innovation, high quality service delivery and the values and behaviours of the Council.
As the Head of Revenues and Benefits, you will provide strategic leadership, operational management, and financial control for the service area. You will be responsible for planning, developing, delivering, managing and leading the service to ensure compliance with legislation and high standards of service delivery.
Your role will involve defining the strategic direction of the service, developing and implementing policies, managing stakeholder relationships, and overseeing performance and quality management systems.
About you
To be successful in this role, you will need:
1. Substantial experience in planning and delivery in Revenues and Benefits services, with expert technical knowledge and experience.
2. A proven track record of senior management success in a Revenues and Benefits service.
3. Extensive knowledge and understanding of the Revenues and Benefits workplace, including systems, policies, practices, procedures, legislation, and the major issues faced by the service.
4. Excellent interpersonal, communication, and presentation skills, with the ability to engage and influence a wide range of internal and external stakeholders.
5. Strong leadership abilities, with evidence of developing and managing multi-disciplinary teams and engaging staff in service improvement.
6. A degree-level education or equivalent standard or relevant professional qualifications (e.g., IRRV, CIPFA) are desirable.
