Under the general direction of the Regional Operations Director, the Director will have direct oversight of contract performance specific to institutional specialty clinic services, including compliance with current policies and procedures found in the BOP Program Statement P6000 Patient Care Series Policies for Medical and Health Services and the Joint Commission Comprehensive Accreditation for hospitals. The Regional Operations Director is responsible for managing the day-to-day activities of the comprehensive medical services within contracted Federal Bureau sites in the Northeast region of the United States. The Director will assist in evaluating current and proposed systems and recommending changes when necessary. This position will also assist in the implementation of new processes.
The Regional Operations Director is responsible for ensuring and improving the performance, productivity, and efficiency of departmental and organizational operations through the provision of effective methods and strategies. This position oversees the administrative and fiscal functions and processes necessary to fulfill the clinical mission of one or more sites. Areas of responsibility include Human Resources, day-to-day operations, budget and financial management, client contract management, staffing coordination, medical records, and information management.
Operations
* Oversee and manage day-to-day medical services operations in contracted Federal Bureau of Prison sites.
* Manage, coordinate, and monitor the workings of various departments and providers.
* Collaborate with Senior Level Management to develop and implement strategic/operational plans and business systems, including measures and controls for achieving contract compliance.
* Report regularly to the Director of Operations and recommend appropriate actions to ensure the continued operation of service delivery in conformance with the program’s master plan and to ensure delivery of contractual obligations.
* Responsible for the supervision and training of staff, including hiring, firing, and evaluating/documenting performance.
* Facilitate coordination and communication between departments.
* Submit site reports with corrective action plans for any issues that are not meeting contractual obligations.
* Monitor and report on financial aspects of the UMCH clinical program, including human resources spending, contracted services (inpatient and outpatient), supplies, and administrative resources.
* Prepare budget variance reports with corrective action plans and year-end projections.
* Review financial statements and data and utilize the data to recommend changes that will improve profitability.
* Coverage for other regions upon request as needed.
Client and Hospital Relations
* Work in collaboration with site administration to implement process engineering related to improving provider coverage and productivity, including problem assessment, planning and recommendations, implementation, and monitoring for progress.
* Develop regular communication plans to report status to HCJP Senior Leadership and BOP as appropriate.
* Serve as a liaison between UMass Health and Criminal Justice Program and inmate treatment sites, including community hospitals.
* Maintain professional relationships and communicate with clinic providers, working to resolve conflicts and facilitate appointment scheduling and follow-up.
* Oversee provider credentialing; recruitment and retention programs for medical provider services in conjunction with applicable CWM departments.
* Develop and maintain relationships with the community, contracted organizations, and physicians.
* Develop and monitor Medical Provider schedules to ensure compliance with the contract-required staffing matrix and to support maximum provider productivity.
Performance Improvement/Compliance
* Ensure all products and services delivered to the BOP meet or exceed stated objectives and consistently comply with relevant contractual requirements and quality standards.
* Formulate and implement departmental and organizational policies and procedures to maximize output.
* Promote service quality through comprehensive, reliable, and accessible systems of data collection and analysis.
* Monitor adherence to rules, regulations, and procedures.
REQUIRED QUALIFICATIONS:
* Master’s degree in Business/Public Administration, health science administration, nursing, or a related field; or equivalent.
* 8-10 years of experience in operational management with program administration and healthcare focus.
* Effective verbal and written communication skills necessary to interact with all levels of the organization.
* Proven track record of successful financial and staff management.
* Knowledge and experience in organizational effectiveness and operations management.
* Knowledge and experience in business management and project management principles & practices.
* Knowledge of human resource principles & practices.
* Demonstrated leadership and vision in managing staff groups and major projects or initiatives.
* Excellent interpersonal skills, persuasive with details and facts.
ADDITIONAL REQUIREMENTS:
* Appointment is subject to satisfactory completion of physical and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks.
* This position has been identified as test designated. Incumbents will be subject to urinalysis testing under the BOP Drug Free Workplace Plan.
* All applicants not currently working in an institution will be required to complete a qualification inquiry regarding convictions of misdemeanor crimes of domestic violence in order to be authorized to carry a firearm.
PREFERRED QUALIFICATIONS:
* Previous experience in correctional or other health environment.
