POSITION SUMMARY: Responsible for the administration of all activities in the transportation component, including formulation of policies and procedures necessary for implementing transportation planning projects. The Chief is responsible for administration of the York Area Metropolitan Planning Organization, which includes developing and coordinating all tasks within the Unified Planning Work Program, including transportation planning studies, traffic volume counts, and the Transportation Improvement Program (TIP). Supervisory responsibilities are required. Additional duties as assigned.
MINIMUM QUALIFICATIONS
• Bachelor’s degree in planning or equivalent.
• 3+ years’ experience in transportation and/or community planning.
• 2+ years’ experience with an MPO (Metropolitan Planning Organization).
• 2+ years project management/team experience.
• Excellent organization, verbal, and written communication skills required along with proficiency in Microsoft 365.
• Must be able to travel to attend training and meetings.
• Ability to prepare presentations and facilitate public meetings.
• Ability to work professionally with staff, the public, and other outside agencies.
• Must submit to a County background check.
PREFERRED QUALIFICATIONS
• Master’s degree in planning or equivalent.
• 2+ years of supervisory or management experience.
• 2+ years’ experience in GIS.
• Knowledge of MPC planning requirements.
• AICP Certification.
ESSENTIAL DUTIES AND RESPONSIBILITIES

• Coordinating activities with other commission divisions including the municipal planning division in the transportation review of land development and subdivision plans relative to access, safety, and congestion; the review of traffic impact studies and highway occupancy permits and municipal ordinances; as well as coordinating with the long-range planning division relative to the transportation components of municipal and county comprehensive planning efforts.
• Development and execution of the tasks contracted to York Area Metropolitan Planning Organization (YAMPO) through the Unified Planning Work Program (UPWP).
• Represent York County Planning Commission and YAMPO to various community stakeholders including municipal staff, elected and appointed officials, business and non-profit leaders and York county residents.
• Facilitate billing and reporting of all transportation related tasks in the UPWP as well as consulting and engineering firms.
• Review state and federal transportation law and regulations.
• Responsible for managing division staff and coordinating inter-departmental planning efforts with the Planning Commission.
• Regular and reliable attendance is required.
