Job Description
The Climate Change Committee (CCC) is the independent expert statutory adviser to Parliament and the UK Government on climate change policy. It was created as a key part of the long-term legal framework set out in the Climate Change Act (2008). The Act sets a long-term target for 2050 (Net Zero, a 100% reduction in net emissions from 1990) and requires that carbon budgets (five-year caps on emissions) are set on a path towards the long-term target. The CCC will publish its Seventh Carbon Budget Advice in February 2025, setting out the CCC’s advice on greenhouse gas emissions targets across all sectors of the economy.
The Act also requires that the UK assesses and responds to the risks that it faces as the climate changes. The CCC will be publishing the UK’s Fourth Independent Climate Change Risk Assessment (CCRA4-IA) in mid-2026. As part of this high-profile programme of work, the CCC is commissioning a ‘Technical Report’ assessing the evidence on the risks of climate change to the UK and will be publishing a ‘Well Adapted UK’ report, which will set out a vision of a climate-resilient UK. This will be delivered alongside the CCC’s regular duty to assess progress in adapting to the impacts of climate change. Alongside analysis, stakeholder engagement will be a key component of developing CCC advice.
The CCC has established itself as a high-profile, high-impact expert body in the analysis of climate change mitigation and adaptation. Its reports can be accessed from the CCC’s website. The CCC is comprised of two Boards (‘the Committee’ and ‘the Adaptation Committee’) and an analytical secretariat. The Committees have a distinguished membership of leading experts from the fields of climate change, science, engineering and economics.
The Committees are supported by a Secretariat of around 40 economists, operational researchers, scientists and other analysts. The CCC was the first body of its kind in the world and brings together different strands of expertise from its members, from government, the research community and business. It draws on existing information and undertakes its own analysis to provide expert advice to Ministers and to Parliament. It is required to give advice to Ministers on climate change matters covered by the Climate Change Act and on an ad-hoc basis as and when requested.
Job Description
The Climate Change Committee is seeking a high-performing analyst to join its team on Land-use, Agriculture and Nature – working across its emissions reduction and climate resilience work programmes.
This is a permanent appointment. This is a full-time position, but flexible working arrangements will be considered.
About The Role
The post-holder will join a combined team, working across the mitigation and adaptation secretariats, to deliver joined up analysis of the potential for emissions reduction, climate adaptation and nature recovery from UK land, and the necessary policy actions from the UK’s governments to deliver this.
The successful candidate will work across interrelated subject areas including nature-based solutions, climate risks to UK food security, nature and agriculture, agriculture technology and innovation, sustainable food systems and land-use systems, and food demand and consumption to help build a coherent vision for UK land-use that delivers multiple objectives.
The role will be suited to someone with excellent analytical and communication (both written and verbal) skills, who manages their time well, and has a background in climate mitigation and/or adaptation issues in land use and agriculture. You will be expected to have an interest in evidence-based analysis and policy making, work flexibly with other CCC analysts and work to tight deadlines, within a supportive team environment.
Responsibilities will include working with senior analysts to contribute to:
* Regular progress reporting work on both emissions' reduction and adaptation that informs the regular (annual or biennial) progress assessments for the UK Government and Devolved Administrations. This will involve monitoring and updating the indicators against which the CCC measures progress in the sector and writing reports.
* The work programme for the 4th UK Climate Change Risk Assessment, which is the five-yearly comprehensive assessment of risks and opportunities across the UK economy and natural environment from climate change. This will involve assessing resilience in the UK’s land, sea and food systems and developing policy recommendations to Government based on the findings of this research. It will also involve drafting sections of the Well-Adapted UK Report on these sectors.
Expected Tasks Will Involve:
* Working with colleagues to update the monitoring framework for what the UK needs to achieve to have climate-resilient land, seas and food system.
* Engaging with academic experts on land, nature and food climate risks working on the technical report to ensure they deliver a high-quality assessment.
* Drafting sections of the CCC’s Well Adapted UK report that relate to land, sea and food security.
* Other ad-hoc work, including work that may materialise following the publication of our UK Seventh Carbon Budget Advice, end February 2025 and the Fourth Climate Change Risk Assessment, May 2026.
* Identification and development of key evidence areas relevant to the land use and agriculture sectors.

Experience
The requirements for this role are:
* Experience working in a field relevant to agriculture and land use and/or climate (not essential, but desirable).
* A degree in a numerate discipline (e.g., engineering, environmental science, economics), or equivalent experience.
* Experience working on collaborative analytical projects.
* Apply appropriate quantitative analytical tools and techniques, and synthesise evidence from a range of sources, as appropriate.
* Assess the reliability and relevance of evidence and give objective evidence-based advice.
* Quality-assure models, challenge input data and assumptions and interpret output data for the purposes of providing supporting evidence.
* Experience with Excel, and other modelling tools.
The CCC has affiliation with the Government’s analytical progressions: GES, GORS, GSS, or GSR, and it is possible for analysts to maintain these memberships at the CCC. If you are a member of one of these professions, please ensure that you indicate this in your application.

Applicants who successfully reach interview will be asked to give a 5-minute presentation on a topic relevant to the role. Details will be shared in advance.
The role will be line managed by an existing Grade 7 senior analyst within the team and will work closely with two other analysts (G7 & one HEO) and the G6 team leader.
The CCC office is based in Canary Wharf, London, with staff expected to attend the office for 40% of their contracted hours. The pay band for this role is £45,308- £49,775 and the expectation is that the successful candidate will join on the minimum of the CCC SEO pay band.
We support a wide variety of working patterns such as compressed hours, hybrid working, part time hours, job sharing and flexi time. National pay bands may be used where staff apply to work from home for more than 60% of their working hours and live outside London. Regular attendance at our London office, for example for meetings and training, will still be required. The national pay band for this grade is £41,557 - £45,561.
