Title:Youth Offending Service Operations Manager

Main Purpose of the Job:
The YOS Operations Manager leads efforts to prevent youth offending and re-offending through effective service delivery. The role ensures compliance with relevant legislation while managing the day-to-day operations of the Youth Offending Service (YOS) and leading a multi-agency team. The manager contributes to strategic goals aimed at reducing youth custody and re-offending.
Key Responsibilities:
* Operational Management and Leadership:
o Oversee the operational management of the multi-agency YOS in line with council policies and national standards.
o Lead on key thematic areas, including Youth Court services, out-of-court disposals, and end-to-end youth justice management.
o Manage risks and advise senior management on serious incidents and risks within the YOS.
o Work towards reducing youth custody and first-time entrants into the justice system.
* Case and Risk Management:
o Oversee case management, including case allocation, assessments, and intervention planning for young people.
o Ensure effective management of high-risk cases and safeguarding concerns.
o Provide specialist support and intervention to young people involved in the justice system, from pre-court through to resettlement.
* Staff Management and Development:
o Manage a multi-disciplinary team, providing supervision, task allocation, and performance management.
o Ensure ongoing professional development for team members through training and performance reviews.
o Address staffing issues such as complaints and disciplinary actions as necessary.
* Quality Assurance and Compliance:
o Develop and implement performance management and quality assurance frameworks to meet national and local targets.
o Regularly audit casework and activities to ensure adherence to policies and procedures.
o Contribute to external inspections and reviews (e.g., HMIP, Ofsted) to maintain service quality.
* Strategic Development and Partnerships:
o Contribute to strategic planning for the YOS, ensuring alignment with local and national youth justice goals.
o Represent the YOS in various professional forums, advocating for the service and building strong partnerships.
o Negotiate and monitor service level agreements with partner agencies to improve outcomes for young people.
Additional Responsibilities:
* Assist with recruitment, training, and employee relations.
* Ensure that services comply with the council’s equal opportunities and health and safety policies.
* Participate in the council’s performance appraisal system and manage staff development plans.
* Manage evening and weekend work when required.
* Take responsibility for personal development and ensure ongoing professional growth.
Person Specification:
Qualifications:
* A degree in Social Work (HCPC registered) or a Degree in Community Justice with a Level 5 Diploma in Probation Studies.
* Or, a degree combined with a Youth Justice professional certificate in Effective Practice.
* Minimum of three years’ post-qualification experience, with substantial line management experience in a youth justice setting.
Key Knowledge:
* Strong knowledge of youth justice legislation, including the Crime and Disorder Act 1998 and Children’s Act 1989.
* Understanding of National Standards for working with young offenders and at-risk youth.
* Awareness of research on youth offending risk factors and effective practice methods.
Relevant Experience:
* Experience in supervising staff, managing performance, and fostering professional development.
* Proven ability to work effectively in multi-agency environments.
* Commitment to anti-discriminatory practice in a multi-cultural setting.
