This is a senior level role that combines strategic planning, innovation and engagement with day-to-day operational management and oversight. As a member of the leadership team, the Business Manager works closely with the Clinical Director, Deputy Clinical Director and PCN Board, to shape and inform the future strategy of the PCN and leads on engagement with stakeholders including health, care and voluntary sector partners across Penwith and the West of Cornwall. The Business Manager has overall operational responsibility for the functions of the PCN and Health & Wellbeing West Limited and is responsible for the delivery and monitoring of projects and services committed to, or commissioned by, the PCN. The Business Manager has oversight of the financial management, resourcing and regulatory compliance of the work of the PCN.
The Business Manager leads a small management team to facilitate, monitor and enable the delivery of PCN services. This is likely to include change management and service development or transformation, in line with the PCNs objectives. The Business Manager has direct line management responsibility for the management team and service leads, and has oversight of directly employed staff, as well as contract management of hosted staff.

Main duties of the job

4. Act as the main point of contact to co-ordinate the successful achievement of all PCN DES contractual requirements.
5. Translate national and local policy into meaningful change and support collaborative working to achieve improved outcomes for the local population.
6. Oversee the development, management and maintenance of systems and processes to ensure the PCN operates at the highest level of performance and accountability.
7. Accountable for financial management, ensuring budgetary control, maintaining accurate financial records and reporting to the PCN Board.
8. Produce options appraisals including financial, safety, wellbeing and other factors in the analysis.
9. Ensure that key stakeholders are engaged in the planning, delivery and improvement of PCN commissioned and provided services.
About us
Penwith PCN is the second largest in the county of Cornwall, with a registered practice population of just over 67,000 people and 7 member practices. Penwith's geography includes the coastal towns of St Ives, Hayle, Marazion and Penzance, as well as more remote rural areas.
There are currently 48 ARRS roles, the majority are directly employed by the PCN's legal entity, Health and Wellbeing West Limited. The PCN has a leadership team, including the Business Manager, and a management team including HR, admin and quality leads, plus a Digital & Transformation Lead. The registered address is Marazion Surgery, and the PCN rents space in Hayle and Penzance. This role can be offered as hybrid remote/on-site, with travel to sites in the Penwith area on 2-3 days a week on average.
The PCN has a strong reputation for innovation and collaboration, and often takes a lead role on transformation programmes. The PCN has a mental health & wellbeing service, comprising of coaching staff and practitioners, which has made a significant impact on reducing repeat visits to GP practices for issues such as depression and anxiety.
The PCN has a digital transformation plan for 2025 and the clinical priorities are likely to be diabetes and obesity. Coming soon to the area are new Community Health and Wellbeing Workers, who will work alongside our social prescribing and coaching team. We also have physiotherapy and pharmacy teams, including a remote pharmacy hub.

Qualifications
* Educated to degree level or equivalent significant experience working at this level.
* Leadership training or qualification or equivalent significant experience.
* PRINCE 2 practitioner or experience of using project management techniques.
* GCSE Maths and English at grade C or above.
* Educated to Masters level or equivalent significant experience working at this level.
* Financial management training or qualification relevant to this role.
Experience
* Previous experience working at a senior operational or strategic role in the health sector.
* Previous experience of financial management.
* Relevant experience relating to primary care e.g. commissioning, practice management, PCN.
* Leading and facilitating change programmes working with multiple stakeholders.
