Job Summary:
A Marine Liaison Manager on a construction project is responsible for ensuring effective communication and coordination between the construction team and maritime stakeholders, including vessel operators, port authorities, marine contractors, regulatory agencies, and any other parties involved in maritime logistics.
The Marine Liaison Manager plays a vital role in the success of a construction project that involves marine logistics. This position bridges the gap between the construction team and the marine environment, ensuring smooth, efficient, and safe operations related to vessel movements, cargo transport, and compliance with maritime laws and environmental regulations. The role requires a combination of technical maritime expertise, project management skills, and strong communication and problem-solving abilities to support the overall construction project.
This role is particularly critical in large-scale construction projects that involve marine construction, dredging, and port expansion projects like the IERRT RoRo Project.
Key Responsibilities:
1. Stakeholder Communication and Coordination
* Liaison between Maritime and Construction Teams: Serve as the primary point of contact between the marine and construction teams, ensuring that all parties are aligned on project requirements, schedules, and logistics.
* Collaboration with Port Authorities and Regulatory Bodies: Maintain continuous communication with port authorities, maritime regulators, coast guard, and other governing bodies to ensure compliance with maritime laws, safety standards, and environmental regulations.
* Vessel Coordination: Coordinate with vessel operators, tugboat companies, barges, and marine contractors to manage the transportation of materials, equipment, and personnel to and from the construction site.
Project Specific:
1.Stakeholder Communication and Coordination

* Collaboration with Port Authorities and Regulatory Bodies: Maintain continuous communication with port authorities, maritime regulators, coast guard, and other governing bodies to ensure compliance with maritime laws, safety standards, and environmental regulations.
* Vessel Coordination: Coordinate with vessel operators, tugboat companies, barges, and marine contractors to manage the transportation of materials, equipment, and personnel to and from the construction site.
2. Marine Logistics and Operations Management
* Transportation Planning: Plan and coordinate the movement of vessels, barges, and other marine craft to ensure that they arrive and depart on time, with minimal disruption to the project.
* Scheduling Marine Activities: Oversee the scheduling of marine operations, including loading, unloading, and the delivery of materials, equipment, and construction personnel to the project site.
* Port Facility Use: Monitor the use of port or harbour facilities, ensuring that berthing space at Henderson Dry Dock and facilities are available when needed for construction activities.
3. Safety and Risk Management
* Safety Compliance: Ensure that all marine activities comply with safety regulations, including safety of life at sea (SOLAS), maritime security regulations, and other applicable standards.
* Risk Assessment and Mitigation: Identify potential risks associated with marine operations (e.g., vessel collisions, weather disruptions, environmental hazards) and develop strategies to mitigate these risks.
* Emergency Response: Coordinate emergency response plans for marine-related incidents, such as vessel accidents, spills, or adverse weather events, and ensure that the marine operations team is prepared to act swiftly in case of an emergency.
4. Environmental Management
* Environmental Compliance: Ensure that all marine activities adhere to environmental protection standards, including pollution prevention (e.g., preventing oil spills, waste discharge), and minimising the impact of construction activities on the marine ecosystem.
* Ensure compliance with DCO & CEMP: All stakeholders are aware of the constraints and restrictions in the CEMP, DCO, VMP, DMP
* Monitoring Marine Environment: In some cases, this may include overseeing the monitoring of local marine life, water quality, and other environmental parameters to ensure minimal disruption from construction operations.
5. Project Reporting and Documentation
* Progress Reporting: Provide daily and weekly reports on the progress of marine-related activities, including vessel schedules, cargo deliveries, and safety incidents, to the project manager and senior leadership.
* Incident Reporting: Document any accidents, near-misses, or safety breaches during marine operations and ensure proper investigation and follow-up.
* Regulatory Documentation: Ensure that all necessary marine-related permits and approvals (e.g., for dredging, vessel movements, environmental assessments) are in place and properly documented.
6. Logistical Support and Resource Management
* Manage Marine Equipment and Resources: Oversee the procurement and management of marine equipment required for the project, such as tugboats, barges, cranes, or dredgers, ensuring that they are available and in good working order.
* Resource Allocation: Ensure the effective allocation of resources (personnel, equipment, and supplies) for marine operations, ensuring that the right equipment and support services are available when needed.
7. Regulatory Compliance and Permitting
* Navigational and Maritime Regulations: Ensure that the project complies with maritime regulations, such as shipping lane management, harbour use, and vessel traffic control, in coordination with relevant authorities and daily with the Harbour Master and Dock Master.
* Environmental Permitting: Manage the permitting process for any marine-related activities, including dredging, dredge disposal areas, and other activities that require specific environmental assessments or permits. This will be in conjunction with the HSW Manager
8. Weather and Tide Management
* Weather Forecasting: Monitor weather and sea conditions regularly, providing updates to the construction team and ensuring that operations are rescheduled or modified when adverse conditions (e.g., storms, high winds, poor visibility) threaten safety or the project schedule.
* Tidal Schedules: Coordinate with relevant stakeholders to adjust operations according to tides, especially if certain tasks require specific tide conditions, such as dock loading/unloading or dredging.
9. Conflict Resolution and Problem-Solving
* Address Operational Issues: Resolve any conflicts or operational challenges that arise between marine operators, contractors, and the construction team, ensuring that the project proceeds smoothly and efficiently.
* Problem-Solving: Respond to unexpected issues related to vessel delays, cargo transportation, safety hazards, or logistical problems, ensuring that solutions are found quickly and effectively.
10. Training and Development
* Marine Training: Ensure that all personnel involved in marine operations, including construction workers, marine crew members, and safety officers, receive adequate training in marine safety, equipment operation, and emergency procedures.
* Ongoing Skills Development: Foster continuous improvement by identifying and implementing training opportunities related to marine logistics, regulatory compliance, and safe working practices.
Technical Skills and Competencies:
* Marine Knowledge: Strong understanding of maritime logistics, vessel operations, and port regulations, including shipping, harbour operations, and marine safety standards.
* Project Management Skills: Ability to manage complex schedules, resources, and multiple stakeholders in a high-pressure environment.
* Problem-Solving: Ability to think quickly and resolve logistical and operational challenges in a maritime context.
* Regulatory Expertise: Familiarity with maritime laws and regulations (e.g., SOLAS, MARPOL), as well as environmental and safety regulations governing marine operations.
* Have excellent communication skills (including presentation skills) in English, both written and verbal, management and organisational skills.
* Ability to plan ahead, manage the work time frames and report to Project level.
* A good working knowledge of the Health and Safety regulations and other relevant legislation.
* Excellent organisation and people management/ team building skills.
* Have a working understanding of NEC form of contract.
Qualifications, Certifications and Experience:
* Be educated to degree or higher level Engineering discipline or a lower educational level (HNC or HND) with a very significant level of experience.
* Harbour Master experience.
* Marine Liaison Harbour Master and MAP for significant marine construction projects.
* Membership of an appropriate Professional body, typically Chartered member or Fellow of a Professional Institute or hold an equivalent professional status.
* Demonstrate significant experience of complex marine construction projects
* Demonstrate excellent presentation, negotiation skills organisational skills, ability to plan and manage own time.
* SMSTS qualification.
