Introduction
The Parliamentary Security Department (PSD) is responsible for physical and personnel security across both Houses of Parliament and provides support to Members and staff when away from the Estate. PSD sets security strategy, provides expert advice, and delivers an operational service.
The Role
Members' Security Support Service (MSSS) as part of the Parliamentary Security Department is currently looking to recruit two Service Delivery and Compliance Managers. The MSSS team fosters positive engagement with an emphasis on delivering great support to Members of Parliament. The team provides guidance, advice, and support to members of both Houses and their staff, for security away from the parliamentary estate.
There are two available posts. Post 1 will manage the team that delivers security operatives for Members. Post 2 will be responsible for managing the team that delivers Cyber Security (through contractors) and other security provisions. The scope of both roles is likely to evolve and grow in the future as security requirements change.
Some of the responsibilities for this role include:
* Day-to-day management of the operational team(s) to deliver security measures for Members/staff.
* Supporting the contract manager; proactively holding the contractors to account for delivery and ensuring compliance against the agreed framework.
* Working collaboratively with the different sub-teams in MSSS and wider House to deliver approved or new security measures.
* Acting as the central point of coordination between the House authorities, MPs, contractor(s), and other partners to resolve any delivery issues that may occur during daily operations.
* Checking and understanding billing/invoicing/records to ensure accountability and raising purchase orders for the suppliers.
Skills and Experience
To be successful in this role you will demonstrate:
* Experience of working in customer-focused service delivery; ability to deliver excellent customer service in an understanding manner, including handling sensitive information appropriately.
* Ability to work with key stakeholders including suppliers, security officials, police, and other government departments.
* Ability to lead individuals and teams, building and maintaining strong collaborative partnerships to achieve organisational goals, whilst upholding the values of equality, diversity, and inclusion.
* Experience of working with the contract manager and supplier to deliver exceptional performance; hold the supplier to account, whilst managing and influencing strong delivery; finding ways of measuring and ensuring delivery against requirements.
* Ability to manage a varied workload, determining priorities and dealing with conflicting demands and changing priorities, whilst keeping colleagues and stakeholders informed.
* Ability to use information to identify future problems or risks and draw logical conclusions and provide innovative solutions to resolve issues.
* Excellent communication skills with the ability to write concisely and clearly while adapting style and content to meet the needs of diverse audiences.
* Proven interpersonal, diplomatic, and relationship-building skills to nurture and establish positive working relationships; use influence and negotiation at all levels, including engaging directly with MPs and their staff.
* Ability to develop new systems to assist the team in working smarter.
* Providing examples of good digital tool usage for handling records, data, and collaborative trackers or dashboards to improve processes, e.g., Microsoft software (Office 365 applications, Outlook, Word, Excel, Power BI, etc.).
