The Science, Technology, Research and Analysis (STAR) Group sits at the heart of the Home Office. The group ensures the best evidence and analysis are used to address the strategic issues facing the department. We also provide the science, technology, data, and international insights and collaboration capabilities to drive delivery.
The Home Office is one of the government’s largest creators and users of data. Data is our second most important asset, after our people. The Department has priorities include using data and information as strategic assets for the public good and becoming more data driven.

We’re looking for a data and information governance expert who is used to operating in complex organisations. Technology and new ways to use data, including AI, are transforming public services. The Home Office and the sector it supports need to embrace these technologies to cut crime, manage our borders, protect national security, and provide an outstanding service to the public including the most vulnerable.
Recently, the Home Office launched a new data ownership operating model, which will improve decision making and accountability for data in the Department.
The Head of Data Governance is responsible for implementing this model across the Home Office and ensuring its success. Some of the model has been implemented, we are looking for a data governance expert to complete the roll out and create a strategy on how best to deploy it.
You will enable HO senior leadership to effectively manage their data assets including improving data quality, data sharing, data protection and the management of data risk.
You will also lead a team ensuring the Department has an accurate understanding of its data assets and how they can best be used to deliver frontline services. This includes being responsible for the Department Data Catalogue which holds the information asset register.
This programme is part of a broader portfolio of data transformation projects, working with data teams across the Department and is fundamental to unlocking benefits across this wider portfolio.
Key Responsibilities
* Lead and develop a team of 7 staff members whilst managing wellbeing and handling ambiguity and change.
* Develop a strategic approach for data governance, establish policies, processes, standards, and guidance in line with industry best practices, and ensure their ongoing effectiveness. Support business change by envisioning new ways of enabling the Department to become data driven.
* Enable effective management of the Department’s information assets and the Department Data Catalogue and provide data analysis and insights that allow Data Owners’ teams to identify risks and opportunities.
* Be responsible for understanding the organisational data risks and issues, and co-ordinating with data owners to accept or resolve them.
* Develop an effective data and information governance service for the Department, supporting business change and building buy-in with senior leaders. Enable the effective identification and resolution of strategic data problems.
* Develop relationships with key stakeholders including Departmental data protection, data quality and digital and where relevant business-led teams across the Department. Facilitate communication and collaboration across departments.
* Research future trends in data governance, identifying areas for improvement and driving initiatives to enhance data accuracy, timeliness, completeness, and consistency.
Working pattern
This role is available on a full-time basis with the option of compressed hours working. This role is also suitable for part-time working hours, with a minimum requirement to work 4 days per week due to business requirements.
Travel
Approximately monthly travel to London (2 Marsham Street) if post holder is not based there.
