Role Summary
The Design Manager will oversee the design processes for all design activities undertaken as part of the capital investment programme, from planning stages through to delivery. Reporting to the Head of Development, the Design Manager will work closely with other Heads of Departments and a wide range of stakeholders and subject matter experts (SMEs) across the business.
The Design Manager will be responsible for establishing and implementing design processes, based on the RIBA Plan of Work, to ensure the business discharges its statutory duties under Building Safety and Health & Safety legislation. The role will also involve working with stakeholders and SMEs to establish a range of technical standards to support the capital investment programme.
Knowledge and practical experience in implementing programme and project management best practices is essential. A strong understanding of business case development, design change control, and design risk management is required. Additionally, a good working understanding of programme and project governance is necessary. While knowledge of airport and aviation sector project management best practices is desirable, it is not essential.
Main Duties and Responsibilities
* Develop and maintain design development processes, tools, forms, templates, and schedules.
* Establish with stakeholders and SMEs technical standards and the process of maintaining and updating these standards.
* Work in conjunction with Programme and Project Managers across the business to ensure design development processes and technical standards are implemented and that records (the ‘golden thread’) are maintained throughout the project design lifecycle, including design risk assessments, design reviews, design verification, and design acceptance/approval.
* Support Programme and Project Managers in ensuring design outputs meet health and safety legislation, building regulations, fire regulations, and sustainability objectives.
* Manage Programme and Project Managers in ensuring deviations to technical standards are recorded, concessions are authorised, and business risk registers are updated.
* Establish and maintain systems for the maintenance and storage of all design outputs and record information, covering all design outputs produced during the project lifecycle, from business case production through to handover and transition into business as usual.
* Support the Head of Development and Head of Planning in preparing and maintaining the development master plan, development roadmaps, timelines, and schedules.
* Support the PMO Lead in the administration of project management processes.
* Support Programme and Project Managers and the Head of Procurement in assessing third parties, consultants, and contractors for design competencies.
* Prepare and issue appointment notices where CDM Regulation Principal Designers’ duties are to be discharged by a third party, consultant, or contractor.
* Prepare and issue appointment notices for Building Regulation Principal Designers’ duties when discharged by a third party, consultant, or contractor.
* Chair monthly design process development workshops with framework consultants and contractors.
General Duties and Responsibilities
* Support the monthly capital works project reporting cycle for the entire Birmingham Airport Development and Capital Investment Programme, ensuring accuracy and providing clear narratives explaining variances, risks, issues, and emergent trends.
* Challenge business case benefits and outcomes with a clear focus on developing SMART objectives that can be measured and reported accurately.
* Challenge assumptions and risks in the business case and escalate programme-level opportunities and risks to prevent surprises as projects progress through the gateway process.
* Support and challenge Programme and Project Managers and engineers to maintain clarity of business case benefits throughout project delivery, ensuring they are accurately reflected in monthly reports and gateway reviews.
* Maintain awareness of the overall requirements for the successful delivery of major projects and programmes.
* Ensure accurate maintenance of programme-level records, including Risk Registers, Issues Logs, Dependency Logs, and Lessons Learned Logs.
* Provide a quality assurance role in line with defined PMO processes.
* Manage and influence a range of internal and external stakeholders.
Candidate Requirements
Essential:
* A working knowledge of the requirements of PAS8671:2022 for Principal Designers.
* Proven experience supporting Project and Programme Managers with design management and project controls.
* Experience in design development throughout the stages of the RIBA Plan of Work to support the successful delivery of projects.
* Strong understanding of recognised project and programme management tools, systems, and processes.
* Proven ability to create and maintain design standards, design deliverables, compliance tracking, and risk assessment.
* Efficient in resource planning and task assignment.
* Knowledge of benefits and dependency mapping, risk management, and resource planning.
* Proficient in IT skills, including Word, Excel, PowerPoint, and other supporting tools required for the operation of the design process.
* Excellent written and oral communication skills for reports and presentations.
* High attention to detail, accuracy, and quality assurance.
* Strong stakeholder management and influencing skills.
* Experience in programme and project-level financial management.
* Knowledgeable and experienced in efficient Change Management methods.
* Sound understanding of project gateways and good governance.
* Strong knowledge of business case finance models and cost-benefit analysis.
* Collaborative, with good influencing and communication skills.

Desirable:
* A university degree in an appropriate discipline: Engineering, Architecture, Project Management, Business, or equivalent business/operational experience.
* Obtained or working towards professional membership of an appropriate Chartered Body.
* Understanding of Construction Design Management (CDM) Regulations 2015.
* Understanding of project management in line with RIBA stages.
* Understanding of CAPEX contracts (e.g., NEC3 / NEC4).
* PRINCE2 or APM qualification.
* CSCS cardholder.
* Managing Successful Programmes (MSP) practitioner or equivalent.
* NEC3 / NEC4 Project Manager accreditation (or working towards).
