Brief Description
As a successful candidate you will possess strong Senior Commercial Manager capabilities, including expertise in applicable regulations, governance, and best practices across both Pre and Post Contract environments. With experience working within complex, multi-organisational business directorates. They will demonstrate a proactive approach in understanding industry business models and addressing the priorities of diverse stakeholders. Critical thinking and the ability to influence others in solving novel problems are essential.
A strong understanding of governance controls when managing public money is crucial, as being a trusted expert in both Pre and Post Commercial activity. Whilst knowledge of railway legislation is desirable.
About the role (External)
1. Establish and implement commercial strategies, ensuring effective cost management and feedback into procurement processes.
2. Provide commercial management of framework agreements, leading reviews of contractor delivery and attending progress meetings.
3. Lead negotiation of prices under existing contracts/framework agreements, participating in risk assessments and value management workshops.
4. Manage cost reporting across all allocated projects including Cost Forecasting, Anticipated Final Cost, Cost of Work Done, Gross Billing and Current Contract Value explaining variances and proposing mitigating actions where necessary.
5. Oversee commercial correspondence, contractual notices, and the resolution of contractual disputes.
6. Manage assessment and valuation of contractors applications and processing of payment certification in accordance with Network Rail processes, contractual terms and conditions and commensurate with contractual entitlement. Challenge cost elements, audit where appropriate and check valuations are consistent with agreed site progress.
7. Ensure compliance with company standards and lead final accounts settlement on all projects.
8. Support both pre and post contract procurement activities, acting as a mentor and coach for commercial staff.
ESSENTIAL SKILLS & EXPERIENCE
1. Proven negotiation skills and experience in managing contracts.
2. Excellent communication skills and the ability to influence contractor behaviour.
3. Strong analytical and problem-solving skills with a proactive approach to risk management.
4. Capable of working independently as well as demonstrating strong teamwork, leadership, and collaborative skills.
5. Excellent IT skills and experience.
DESIRABLE SKILLS
1. Degree in Quantity Surveying, Commercial Management, or something similar (RICS membership desirable).
2. Membership to a professional institute or chartered status.
3. Familiarity with common Forms of Contract, including NEC Contract Suite.
4. Extensive experience in a generalist commercial environment.
5. Awareness of industry issues within the railway and construction sectors.
