Utilities organisation require a Sourcing Manager. Applicants need procurement experience within a regulated (utilities, public sector) environment, strong stakeholder partnering skills, and expertise in cradle-to-grave tenders (UCR, PCR, Procurement Act 2024).
The Sourcing Manager will join a high-performing and supportive procurement function. The role encompasses procurement strategy, tendering, and stakeholder partnering. The Sourcing Manager will work across all category/spend areas from civil/engineering, professional services to IT and technology.
Specific duties of the Sourcing Manager include:
1. Run sourcing and tendering activities across all spend areas - civil, engineering, professional services, IT, etc.
2. Collaborate with stakeholders to agree SOW, sourcing, and tendering strategies.
3. Supply/Competitor market intelligence activities.
4. Networking and relationship building with critical supply partners.
5. Collaborate with Head of Procurement to improve procurement department processes, policies, systems, etc.
Sourcing Manager applicants should meet the following criteria:
1. Strategic procurement toolkit - negotiations, tendering, supplier and contract management.
2. Tendering experience under PCR or UCR regulations.
3. Ability to collaborate with a range of stakeholders.
4. Experience with, and knowledge of Public Contract Regulations, Utilities Contract Regulations, and Procurement Act 2024.
5. MCIPS, CIPS, Degree are desirable but not essential.
