Focusing on Estates and Facilities, but also gaining exposure to other categories including ICT, this role will involve formal tendering and competitions from frameworks. You will develop expert knowledge in specific categories and play a crucial role in implementing the organisation’s Procurement Strategy. Day-to-day of the role: Take responsibility for formal tendering and purchasing for assigned categories. Develop and improve market knowledge for these categories, creating a deep understanding of requirements, identifying innovation opportunities for adding value and driving savings. Exploit commercial intelligence and insights to identify and execute opportunities. Manage customer relationships to drive efficiencies through frameworks and specific initiatives, establishing communication plans. Lead on Supplier Relationship & Contract Management for the categories, including the development of Supplier Action Plans to agree on performance improvement goals. Interface with Trade Associations and other industry forums as appropriate. Ensure that relevant contract registers are up-to-date. Support the management and oversight of outsourced ICT contracts to ensure value for money (VFM) and that SLA/KPIs are met. Provide expert procurement advice and guidance conforming to best practice and compliance with Public Contract Regulations. Undertake detailed analysis to inform future procurement strategies and confidently present findings. Minimise reliance on waivers for procuring goods & services. Oversee relationships with service providers like mobile phone providers to ensure VFM and efficient service. Analyse and interpret spend data to identify work for the procurement pipeline. Required Skills & Qualifications: Proven experience in procurement and contract management, gained in a public sector environment. Strong understanding of public procurement laws and best practices PCR2015 / PA2023 knowledge Excellent relationship management and communication skills. Ability to lead and manage projects and initiatives to drive efficiencies and savings. Strong analytical skills with the ability to interpret data and inform strategies. Experience in managing contracts and ensuring compliance with SLAs and KPIs. Driving license essential (locations not accessible via public transport)
