The Science, Technology, Research and Analysis (STAR) Group sits at the heart of the Home Office. The group ensures the best evidence and analysis are used to address the strategic issues facing the department. We also provide the science, technology, data, and international insights and collaboration capabilities to drive delivery.
The Animals in Science Regulation Unit (ASRU) is responsible for regulating the use of animals in scientific testing. Through utilising data and evidence, you will have the opportunity to make a significant impact on the performance of a national regulator. You will also have access to opportunities for varied work through being part of the Home Office Analysis and Insights (HOAI) team.
ASRU seeks to protect animals in science through assuring that animals are only used in scientific research and testing where there are no alternatives and reducing harm to animals where they are used. The regulator also strives to deliver an excellent service to the science sector to facilitate progress on critical scientific research. For example, animal testing played a crucial part in the development of COVID-19 vaccines.
You will be working for ASRU at an exciting time. We are currently progressing a programme of reform to enhance ASRU’s delivery for the regulated community, animals, and the public. You will be part of ASRU’s journey of change and will support the unit to adopt its aspirational cultural traits: data driven; customer focused; lean mentality; future focused; comfortable with risk; and team performance.
This role is an opportunity to make a significant, long-term impact on improving public services in animals in science. It is essential that ASRU bases its activity on risk and evidence to fulfil the requirements of modern regulators and to deliver its purpose of protecting animals. This role will be essential in establishing ASRU as a data-driven organisation, embedding insights from evidence and analysis across the organisation to maximise ASRU’s performance and effectiveness. You will play a crucial role in delivering positive, sustainable change in a national regulator. The post holder will be line managed within the HOAI directorate providing specialist analytical support, learning and development, and the opportunity for experience with projects in other areas of Home Office business.
Key Responsibilities
• Develop monitoring approaches and create mechanisms to collect information in line with organisational and individual performance measures.
• Scope, design and build appropriate reporting products (e.g. dashboards) to support access to data across the organisation, in the right format to drive decision making.
• Monitor trends in demand across different functions to anticipate peaks in demand and support resource planning.
• Own and populate ASRU’s risk profiling scorecard to determine priority areas of focus for ASRU audit. Evaluate the scorecard and amend according to feedback and new insights where required.
• Collect and present Customer Relationship Management (CRM) data to allow teams to make better decisions on how they interact with establishments.
• Leverage technology and data to drive insights, optimise processes, and enable teams to make informed business decisions. This will involve analysing non-compliance data to identify trends. Trends will then be used to inform ASRU’s activity such as its audit programme and other decision-making aimed at protecting animals through improving compliance with the law. For example, analysis might identify a particular risk to animals, resulting in the regulator deciding to visit multiple animal testing establishments throughout the UK to check this risk is being managed.
Work Pattern
Due to the business requirements of this role, it is only available on a full-time basis. However, compressed hours are available .
Travel
If not based in Croydon, there is likely to be occasional travel to Croydon (2 Ruskin Square) where ASRU team members are based.
