HMRCs Fraud Investigation Service (FIS) is responsible for the departments civil and criminal investigations. FIS provides HMRC with an effective investigation arm to enforce the Departments compliance policies. This enables the Department to deliver against the strategic responsibilities across all the taxes and duties it administers. This includes complex offshore evasion, international smuggling of illicit excise goods, exports of controlled weapons and technology, labour market abuses, VAT and Self-Assessment repayment frauds and a host of other fraud attacks targeted at the tax system. FIS is home to a wide range of people with a variety of skills and professional backgrounds including accountants, cybercrime specialists, criminal justice professionals, tax professionals and operational delivery support teams to name but a few. We use a range of powers and approaches to protect funding for UK public services, investigating the most harmful tax cheats and ensuring nobody is beyond our reach. Covert Operations, Digital Exploitation (CODE) sits within HMRCs wider Fraud Investigation Service (FIS). Working across Law Enforcement and government, CODE provides investigative tools and covert techniques to front-line investigations and works with key partners to develop and provide access to new technology and systems to enable investigators to respond to serious and complex tax evasion and crime. Job description This is an exciting opportunity to join the Tactical Surveillance Group (TSG) as the Specialist Capabilities Co-ordinator. The TSG are a specialist team within the FIS Covert Operations, Digital Exploitation. The team strive to provide innovative solutions to complex and often highly challenging scenarios where the collection of intelligence or evidence is key to the progression of an investigation and traditional techniques would likely fail. Person specification Working alongside two Rural Surveillance Coordinators (RSCs), the Specialist Capabilities Coordinator will be responsible for overseeing and coordinating the delivery and administering of specialist surveillance capabilities deployed by the Tactical Surveillance Group including: The Large Goods Vehicle (LGV) capability. Elements of the Unmanned Aerial Vehicle (UAV) capabilities. Specialist Technical Surveillance capabilities As an essential part of this, the post holder will be expected to become the Transport manager for the departments covert LGV fleet, this will involve passing Transport Manager Certificate of Professional Competence qualification. Alongside operational delivery the post holder will also be responsible for managing essential functions of the team, such as; Co-ordinate and organise training & Continuous Professional Development (CPD) for the team. Co-ordinate team resources & monitor budgets, Liaise with internal and external stakeholders. Gather, maintain, and report management information on team performance and activities. Drive performance and change within the team. Coordinate and implement surveillance technology research and development, attending cross Law enforcement subject matter working groups, lead capability procurement. Whilst the post-holder initially will not have direct line management responsibilities that may change in the future. But as a key member of the management team, they will be expected to undertake tasks such as: Supervising team members in both the office and (depending on training) in the operational field. Performing the role of Silver or Bronze Commander as necessary. Managing risk and safety in the working environment, including drafting and reviewing risk assessments. Mentoring and developing inexperienced team members. Other duties at the discretion of the SIO and any other responsibilities which may arise if / when the role evolves. The post-holder may be required to deploy into the operational field (depending on current skills) and therefore surveillance experience is desirable alongside a willingness to undertake additional training (if required). This role requires close collaboration with a wide range of stakeholders both inside and outside HMRC; candidates must be able to clearly articulate and develop new ideas; the communications and leadership skills to bring others with you alongside the organisational skills to deliver in a dynamic environment. As HMRC strive to modernise our approach to combatting organised crime our work in Covert Operations is heavily invested in technology to help us achieve our objectives. As well as some of the more traditional surveillance techniques, this role will involve a heavy reliance of technological solutions. As such the vacancy holder will be expected to be proficient in the use and application of technology, as well as willing to develop and learn new skills. Ability to respond, adapt and make sound decisions in high pressure /or time critical scenarios will be routinely expected. Essential Criteria : All applicants must have: The willingness to complete and pass training to become qualified as a LGV transport manager. One of the following qualifications or equivalent. BTEC Level 3 Advanced Diploma in Enforcement (Criminal Investigation); University of Portsmouth CFPAB Accredited Counter Fraud Specialist; or University of Portsmouth CFPAB Accredited Counter Fraud (Intelligence) Specialist Equivalent qualifications such as PIP2 or similar will be considered. The following is also essential. The post holder must have demonstrable operational experience which should be articulated in their application. o Hold a full UK driving licence. Desirable Criteria: - LGV Class CE licence or the ability and willingness to obtain. - Transport Manager Certificate of Professional Competence qualification. - Knowledge of Government procurement rules and regulations. - A Rural Surveillance / CROPS qualification obtained with a UK Law Enforcement Agency, Police Force or the Armed services. Alternatively, a similar rural technical surveillance qualification (i.e D6).
