HR Manager at The Catholic Diocese of Portsmouth
Location: St Edmund House, Bishop Crispian Way, Portsmouth
Salary: £40,000 (4 days a week) or £50,000 (5 days a week)
Hours: 37.5 hours per week, with 3 days in the office
The Catholic Diocese of Portsmouth is a registered charity dedicated to serving vibrant communities across five counties along England’s South Coast, the Channel Islands, and parts of Oxfordshire and Dorset.
With 88 parishes, over 140 churches, and a Catholic population of nearly 28,000, we are embarking on an exciting ten-year mission which includes fostering spiritual growth and unifying our parishes into 24 larger, thriving communities. We have over 100 priests and 200+ employees.
Our central Department for Support and Administration aims to provide a professional and supportive service to our parishes and departments.
We are seeking an experienced, resilient HR Manager with highly developed interpersonal skills to join our dedicated team. Role Overview
As the HR Manager, you will oversee all aspects of People Management and Payroll across the Diocese. You will provide professional HR support to parish priests and other line managers, ensuring adherence to legislation, best practices, and diocesan policies.
Key Responsibilities
* Employee Support: Ensure occupational health screening, promote the Employee Assistance Program, and monitor outcomes.
* Workforce Management Reporting: Lead the development of the HR management system (Staffology) and provide regular management reports.
* Policy Development and Review: Conduct regular reviews of employment policies, ensuring compliance with current legislation.
* Recruitment: Oversee the recruitment process, ensuring high-quality service and compliance with Safe Recruitment policies.
* Employee Relations: Act as a specialist resource for complex employee relations issues, ensuring compliance with best practices and legislation.
* Workforce Strategy: Collaborate with line managers and parish priests to implement workforce changes, manage redundancy processes, and develop the workforce in line with the Diocese’s Ten-Year Mission Plan.
* Pay and Benefits: Provide comprehensive support regarding employment benefits, oversee payroll preparation, and manage annual salary reviews.
* Learning and Development: Develop and implement induction plans, manage learning and development programmes, and deliver training sessions.
* Management of the HR Team: Maintain professional standards in HR and oversee the development and training of HR employees.
* Volunteer Management: Collaborate with the Head of Caritas to develop a volunteer coordination and management strategy.
* Budget Management: Manage the HR budget effectively and participate in the annual budget preparation process.
* Meeting Attendance: Attend relevant meetings to provide briefings, advice, and seek approvals on HR-related matters.
* Ad Hoc Duties and Projects: Support the overall HR function and diocesan goals as requested by your line manager.

Qualifications and Experience
* CIPD level 7 qualified
* Excellent written and communication skills
* Proven experience in HR management, preferably within a similar organisational context.
* Strong knowledge of employment law and HR best practices.
* Excellent interpersonal and communication skills.
* Ability to manage and develop a team.
* Commitment to the values and ethos of the Catholic Church.
