Senior Technical Services Property Officer
You will be working as part of the Operations Team, delivering services across North Northamptonshire for non-domestic properties and other assets.
No two days are ever the same.
The team delivers repairs, maintenance, and remedial works across the estate.
What will you be doing?
1. Implement and support the ongoing programme of in-depth condition surveys in respect of Council-owned property as part of the Government agreed Asset Management process. Collate and analyze information for the Asset Management Plan Register to ensure that all relevant technical, financial and Statutory Regulatory data is included and make recommendations and budget forecasts so that decisions about the maintenance and development of the property can be made on a sound, satisfactory informed basis, and to carry out those duties as a Professional and Responsible Person (as defined in various Statutory Instruments relating to building services).
2. Provide professional technical support for routine and emergency situations. Provide technical advice, recommendations, and budgetary forecasts to the Compliance and Maintenance Manager. Organize work orders and direct contractors ensuring they carry out works in a safe, proper, and secure manner. Monitor and ensure contractors’ standard of work complies with instructions and specifications provided.
3. In response to client requests, appraise, analyze, and identify potential problems, propose technical solutions, prepare specifications together with supporting budget forecasts to enable bids for funding to be submitted and works carried out.
4. Support the resourcing strategy when using external specialist surveyors to carry out Asset Management Plan surveys to monitor their performance, review, and appraise their findings assessing the quality of their surveys.
5. Liaise with and direct external consultants to carry out detailed technical briefings, reviewing scheme proposals to ensure that the Council's policies and objectives are met.
6. Develop excellent stakeholder relationships with service group users, suppliers, partners, and other customers to ensure that NNC objectives are delivered and customer expectations are managed to a high standard.
7. Prepare specifications (works and maintenance), develop small works projects, review and comment on contractor design proposals, undertake technical audits and defects analysis to achieve best use of assets and value for money.
8. Provide a high level of technical/professional advice to all Property Asset Management colleagues and service users at all levels within the organization to ensure that properties are fit for purpose, and compliant with statutory regulations.
9. Achieve timely and successful delivery of agreed goals and performance measures so as to maximize value for money within available budgets.
10. Act as designated authority for approving appropriate expenditure.
About you
1. Preferably educated to degree level or minimum experienced time served Building Surveyor with qualifications in a building services environment.
2. Higher level nationally recognized Health & Safety qualification – e.g., NEBOSH/IOSH.
3. Demonstrable competence to fulfill the role of Responsible Person as defined in said instruments.
4. Considerable experience and understanding of buildings and their construction.
5. Experience of project management.
6. Experience of JCT Contracts and an understanding of contract law.
7. Experience of procuring and managing external contractors to ensure high-quality service provision.
8. Proven IT skills and demonstrable experience.
9. Experience of operating within financial constraints and procuring services within best value principles.
10. Proven ability to manage a range of conflicting work demands and pressures.
11. Excellent communication skills, both written and verbal, with the ability to communicate effectively with a wide range of stakeholders (internal and external), across all levels; and also write clear and concise management reports.
12. Demonstrate effective interpersonal skills.
13. Practical experience of working in the construction and services industry.
