Industry codes are the contracts that underpin the operational and commercial relationships in the energy industry. The Commercial Codes team ensures that the Electricity Network Codes reflect both stakeholder needs and government policy aim. As a team, we develop and deliver modifications to industry codes, with a focus on reforms to electricity network charging, connections and flexibility.
These modifications will be one of the key vehicles for delivering policy changes associated with HMG ambitions, for example REMA and Clean Power 2030. Policy Advisor and Change Leads in the Commercial Code team will be on the frontline delivering those reforms, by proposing modifications to industry codes, representing NESO at industry workgroups and working collaboratively with internal and external stakeholders.
We are looking for people with regulation, policy, and code change experience to join a team that will deliver exciting new changes to industry codes in GB enabling the transition to net zero.
This role can be based from Wokingham, Warwick or Glasgow (and we also offer office space in London), and we continue to offer hybrid working from office and home. We are open to full time and part time applicants, as well as flexible working arrangements.

Essential
• Experience working in the energy industry and in the regulatory arena.
• Experience in regulatory policy development and awareness of future developments.
• Proven experience in Stakeholder Management.
• Ability to work with stakeholders to enact strategic change.
• Excellent communication skills (including excellent writing skills).
Desirable
• Experience working with energy codes.
• Experience working on network charging reforms.
• Technical understanding of network charging methodologies.
• Understanding of connections reforms.
• Understanding of the BSC.
• Analytical Experience.
• Experience of facilitating workshops.

About the National Energy System Operator (NESO)
In Autumn of 2024, the ESO transitioned to National Energy System Operator, or NESO for short. Previously denoted as the Future System Operator (or FSO), the new National Energy System Operator is the independent body responsible for planning Great Britain’s electricity and gas networks and operating the electricity system.
The ESO, including all of its existing roles, are now at the heart of the new National Energy System Operator. As NESO, we will build on our existing roles, capabilities, and ways of working significantly to create an organisation the energy system and its users’ need. Our new capabilities will enable us to look across vectors, including electricity, natural gas and hydrogen, and crucially consider the trade-offs between them.
The organisation is set up as a public corporation with its own Board of independent directors, with complete operational independence from government, the regulator and any and all commercial interest. A competitive salary between £52000 – £64000p.a. – dependent on experience and capability.

Key Accountabilities
Work across the energy industry to identify and analyse issues within the current industry codes and wider market frameworks, with the ability to present key findings and recommendations. As part of that:
Policy Development & Delivery
• Leads on the delivery of high quality, timely, and robust analysis of core issue/s and policy options to support effective decision making and regulatory/policy changes.
• Leads key projects, including responsibility for internal and external stakeholder engagement, prioritising, planning and delivering work.
• Collaborate closely with colleagues, customers, stakeholders (including DESNZ and Ofgem) and consumers to ensure that commercial, technical and regulatory arrangements deliver optimal benefit to consumers.
• Understand the evolving requirements of stakeholders as the energy system changes at pace. Work to align industry frameworks with our commercial and regulatory strategies in order to provide value to consumers, customers, industry stakeholders and NESO.
• Ensures decision makers consider relevant legislation and regulation and escalates critical issues as needed to ensue delivery for consumers.
• Represent NESO and the interests of energy consumers by managing, developing and implementing industry code changes. In particular, identify and manage technical and commercial risk, while inputting and engaging on complex modifications to CUSC, BSC, charging methodologies or connection reforms;
• Negotiate with, manage, and influence key stakeholders who all have competing priorities or end goals, respecting their confidentiality.
• Create and manage change plans that impact both internal and external business processes;
