Job Summary
Manage the activities associated with construction and welders in accordance with all applicable requirements, ensuring safe, reliable service to customers in an efficient, economical manner. Coordinates with Engineering, field operations leadership and Scheduling Leaders to ensure cost-effective construction.
Essential Functions
* Lead a geographically dispersed workforce
* Manage capital construction, improve capital spending efficiency and return on invested capital
* Implement best practices while driving functional consistency, process standardization and operational excellence
* Support a project management and planning culture
* Promote the necessary environment for effective internal customer satisfaction and collaboration
* Partner with Field Operations, New Business, and other technical operations functions to meet strategic goals and objectives
* Ensure activities and processes are implemented to ensure the safe, reliable and cost-effective delivery of service to customers
* Effectively use technology, tools and planning techniques to improve process results
* Foster and promote valued relationships with government entities, industry associates, company affiliates, and contractors
* Ensure the occupational and personal development of direct reports
* Promote and assure a safe working environment and public safety
* Execute construction services strategies
* Implement and manage pipeline construction contracts
* Work with Engineering on project design and job costing
* Assure effective coordination, scheduling, and resource planning of construction jobs and welding resources in coordination with IC schedulers and scheduling leaders
* Manage efficient, safe and quality construction of new contracted capital and O&M work
* Ensure timely and accurate invoice payments to contractors
* Monitor appropriate contractor qualifications and certifications and ensure proper documentation
* Assist in establishing and monitoring contractor performance metrics
* Collaborate with peers to ensure that operating standards and construction practices comply with policies and procedures
* Design and manage strategic construction objectives
* Ensure safe/efficient high-quality construction work that complies with policies, practices, and standards
* Provide all internal/external customer-responsive construction support
* Complete construction projects which meet customer expectations and budget requirements
* Provide strategic, effective counseling for "company vs. contract" scenarios
* Maintain relationships with external municipalities and local authorities
* Ensure timely and accurate invoice payments to contractors
Required Qualifications For Position
* High School Diploma or equivalent
* Minimum of five (5) years experience in underground utility construction
* Demonstrated knowledge of gas operations including gas flow, construction, pipeline and/or paving contracts and emergency response
* Knowledge of local, state, and federal operating codes
* Strong knowledge of policies, procedures, and standards pertaining to construction
* Working knowledge of operations support systems, i.e. WMS, etc.
* Proficiency with personal computers
* Ability to analyze and solve problems
* Ability to make sound decisions
* Influencing and negotiating skills
* Seasoned judgment
* Ability to manage execution
* Valid Driver's License upon hire
Preferred Additional Qualifications for Position
* Bachelor's Degree in engineering or business-related field
* Three (3) years leadership experience
* Experience working with pipeline contractors
* Construction Inspection/Welding experience

Salary Range*:
$93,800.00 - $140,700.00
*The salary offered to a candidate is based on several factors including but not limited to the candidate’s skills, job-related knowledge, and relevant experience, as well as internal pay equity.
