Job Summary
The Chief Engineer is responsible for supervising all technical work and resolving all technical issues in the local maintenance station in accordance with the MOE procedures.
All technical work related to scheduled and un-scheduled maintenance, defects, use of contractors, human factors reporting, compliance with maintenance instructions and release to service of aircraft is managed locally by the Chief Engineer in close communication with the Maintenance Manager.
The Chief Engineer reports functionally to the Maintenance Manager concerning all Part-145 technical matters and reports hierarchically to the Maintenance Lead.
Responsibilities & Areas
Procedures
* Ensure the highest quality and safety standards and promote awareness of Human Factors.
* Report directly to the Maintenance Lead as needed and systematically to the Maintenance Manager via the weekly reporting procedure.
* Report via the NHV occurrence reporting system all conditions of the aircraft or a component which constitute a safety hazard and all occurrences which are identified as mandatory occurrence reports.
* Ensure correct following and performing of all maintenance instructions as detailed in the approved maintenance data used.
* Supervise correct handling of all unscheduled maintenance and repairs in communication with the CAMO / operator.
* Ensure all performed maintenance is properly recorded in the work dossier and all the tasks properly certified.
* Ensure all aircraft receive a proper Certificate of Release to Service (CRS) after each maintenance action and ensure a General Verification Check as detailed in the MOE is performed before issuing a CRS.
* Be the direct link between the Part-145 MO and the CAMO / operator. Responsible for the communication of technical issues with the CAMO / operator and/or the aircraft manufacturer.
* Ensure all components removed from an aircraft are properly labeled in accordance with the MOE procedures and all components installed on an aircraft have the proper airworthiness documents available before installation.
* Ensure unserviceable parts are quarantined and separated from the serviceable parts.
* Manage approved (internal) workshops regarding staff, qualifications, workload, tools, specialized equipment, parts, and documentation.
* Assist the Maintenance Lead during authority audits, customer audits, and internal audits.
* Assist the Maintenance Lead to take corrective actions on audit findings in close communication with QHSE and MM.
Personnel
* Ensure that each individual maintenance project/action has sufficient manpower allocated with the appropriate qualifications.
* Request contractors in case the workload is higher than capacity.
* Ensure sufficient Certifying Staff are supervising the works performed by contractors or trainees, respecting the ratio between NHV personnel and contractors.
* Ensure that Certifying Staff and Support Staff performing additional hours on top of their scheduled hours do so respecting the duty and fatigue limitations specified in the MOE and report exceedances as per MOE procedure.
* Perform competence assessments of engineers and MO admin staff as per MOE procedures.
* Guide the team and assist in their work when necessary.
* Be responsible for yearly objectives setting and reviewing of the team.
* Constantly manage the team in order to develop and improve the achievements of the individual and of the team.
Planning
* Ensure written shift handovers and handovers between back-to-back Chief Engineers are done in an appropriate manner as per MOE procedures.
* Ensure error capturing methods are performed and taken into consideration when performing maintenance work.
* Ensure Independent Inspections (RII) are performed on all safety-critical tasks as per MOE procedure. This includes RII on scheduled tasks and RII on non-scheduled tasks.
* Ensure current and applicable documentation is used for all maintenance works.
* Acknowledge new documents in Q-pulse on a regular basis and advise the engineers during the toolbox meetings of any relevant updates.
* Nominate Dock Chiefs for each maintenance project.
Tools
* Be responsible for storage of all tools (basic tools, special tools, and calibrated tools), keeping them complete and serviceable and quarantine unserviceable tools.
* Be responsible for the tool control procedures and starting the missing tools procedure as the situation occurs.
* Be responsible for the control of POL products and the expiry checks.
Experience
* Relevant experience in aviation engineering.
* Experience as dock chief or team leader is a plus.
* Knows & operates by the procedures & processes (operational, quality, safety) installed by the company and/or in accordance with EASA, NAA, Manufacturers requirements, and Statutory and Company Health, Safety and Environment Policies.
* Comply with the UKCAA Part-CAMO and Part-145 requirements.
Skills
* UKCAA Part 66 B1.3 or B2 license and preferably C-rating.
* Type rating for the Maintenance Organization approved scope of work.
* ICT literate (specific aviation software & MS Office).
* Languages: English: professional level (mandatory).
* Excellent organizational and people management skills.
