Salary: Base salary: £38,550pa to c. £45,350pa depending on skills and experience. As a FP&A MI Reporting Analyst at HS2, you will be responsible for providing reliable financial information, expertise, and insight to Finance Business Partners. This role will allow the Financial Planning and Analysis team to coordinate with and facilitate Finance Business Partners to drive and accelerate results for HS2.
About the role:
* Providing analytical support to finance business partners to facilitate Directorate performance evaluation.
* Ensure Accounting transactions (accruals and prepayments) are appropriately recorded in Financial systems to ensure compliance with Accounting Standards and Financial Policies of HS2.
* Conducting analysis, insight, and reporting, including financial transactions, such as accruals, journals, reconciliations as required to aid the MI and Reporting Manager.
* Assist with the generation of standardised financial reporting to ensure consistent, accurate, timely data as required by finance business partners.
* Support in developing financial insight, control costs, and risk management strategies as required by finance business partners in a required business area.
* Support the finance business partners in developing a financial strategy to enable successful achievement of objectives in a required business area.

About You:
Skills:
* Systems use – working across multiple systems, for example, using Oracle financials to process journal transactions and translate into Prism, ENDP, and Power BI – producing reporting to each directorate area in the portfolio.
* Communication skills: Ability to interpret and communicate complex financial issues to non-financial colleagues and to secure compliance with Managing Public Money.
* Stakeholder management skills, with the ability to engage, communicate and develop consensus with both internal and external stakeholders up to Executive level.
* Ability to interpret complex financial data and use it to support decisions and recommendations within the business.
* Ability to analyse and interpret complex financial information throughout the programme lifecycle and to see HS2 from multiple dimensions.
* Ability to use ERP systems, utilising data analytics software and complex Excel models.
* Ability to deliver value-adding MI and ensuring effective financial controls within a major project.
* Ability to prioritise, making insightful recommendations on the options for allocation of scarce resources.
* Ability to critically review and challenge performance, assessing plans for their affordability, value for money, timing, and impact on programme delivery.
* Ability to develop and set clear timetables, guidance, templates, and communications for use by the business that capture all relevant supporting information behind plans and forecasts.
Knowledge:
* Knowledge of accounting systems and the ability to develop and manage off-system analyses and records (e.g. spreadsheets).
* Knowledge of Government accounting requirements (DEL/AME funding) to ensure compliance of financial records with delegated authority and accounting standards.
* Knowledge of how to develop output-driven, activity-based budgets, which are clearly aligned to programme delivery requirements, making clear and reasoned recommendations to the Executive.
Type of experience:
* Experience of driving output-focused, activity-based budgets and forecasts.
* Leading the process for development of the annual business plan and budget setting processes within funding caps set by the Spending Review.
* Engage and collaborate with key stakeholders and partner functions (such as planning, procurement, contract management, and HR teams) to ensure a holistic view taken to the required capabilities and resources needed to effectively deliver plans.
* Qualified or actively studying towards a suitable accountancy qualification with experience of operating in a complex environment which may include infrastructure projects.
