Permit Authorising Manager (Building Services Engineering) £65,000 Main Purpose of the Role: The primary responsibility of this role is to manage, administer, and authorise all permits to work (PTW) at the client’s site using their designated Permit System. For activities directly instructed by the client, the role involves conducting comprehensive assessments and scoping of work for third-party contractors before issuing or approving any permits. Key Responsibilities: Permit Management and Safety Assurance:Review and evaluate work requests, ensuring that risk assessments and method statements (RAMS) are accurate, relevant, and aligned with the task at hand.Ensure high-risk activities are carried out safely, following approved safety programs, method statements, and PTW procedures.Identify and apply isolations to plant and equipment using the “Lock Out Tag Out” (LOTO) system, producing isolation certificates as required.Generate and issue permits for various tasks, including mechanical, electrical, working at height, confined space, etc.Ensure compliance with safety standards, such as risk assessment control measures, COSHH (Control of Substances Hazardous to Health) assessments, and manual handling protocols.Coordination and Oversight:Issue and manage work permits for permanent staff, contractors, and sub-contractors, ensuring proper tracking, surrender, cancellation, or archiving of permits as necessary.Coordinate with contractors and company staff to align maintenance work with safety and operational requirements.Monitor simultaneous operations (SimOps) to identify and mitigate potential conflicts. Compliance Checks for Client-Appointed Activities: Conduct pre-permit assessments for client-appointed third-party contractors, ensuring all required documentation, qualifications, and policies are in place:Scope of Work: Verify the full scope of the activity is documented and reviewed for risks.Safe System of Work: Evaluate proposed methods, risk assessments, and COSHH considerations, including PPE requirements.Contractor Credentials: Confirm accreditations (e.g., FGAS, NICEIC), H&S policies, quality standards, and environmental policies.Insurance & Competence: Validate employer/public liability insurance and assess individual qualifications (e.g., C&G, PASMA, FGAS, IPAF). Documentation and Record Keeping: Maintain accurate records of permits and isolations via logs and spreadsheets.Track contractor compliance documentation and activities using internal systems (e.g., purchasing software).Attend shutdown planning meetings to assess high-risk activities and support the development of safe work programs. Site Safety and Operational Support: Provide technical assistance and guidance on safety-related matters.Conduct regular inspections of plant rooms, equipment, and back-of-house areas, documenting hazards and proposing remediation plans.Immediately report any injuries, near misses, or hazards, ensuring compliance with company policies.Promote continuous improvement in safety systems and practices. Qualifications and Experience Mandatory Requirements:Safety Qualification: NEBOSH General Certificate in Health and Safety or NVQ Level 5 Diploma in Occupational Health and Safety Practice.Technical Qualification:BTEC/HND/HNC/ONC/Degree in Electrical Engineering or related field.Level 3 Electrical Apprenticeship qualification.Equivalent non-UK qualifications certified via NARIC to confirm competency. Desirable Skills & Experience: Combined Electrical/Mechanical Apprenticeship or Level 3 NVQ Diploma in Mechanical/Heating & Ventilation/Building Services.Confined Space Entry and Management certification.Membership with IOSH (Institution of Occupational Safety and Health).Experience in engineering services or operational management roles such as Engineering Manager, Technical Services Manager, or Compliance Manager (5 years preferred).Key Skills and CompetenciesProficiency in Microsoft Office and other relevant systems/software.Strong understanding of Safe Systems of Work (SSOW) and risk management.Excellent communication and coordination skills to liaise with contractors and internal teams effectively.Ability to manage high-risk activities in a dynamic environment while ensuring safety compliance.This role requires a proactive individual with strong technical expertise and a commitment to maintaining the highest safety standards across all site operations
