We are currently looking to recruit an enthusiastic, passionate and highly motivated Senior Clinical Systems Support Officer to join our Clinical Systems Team in supporting the Trust's core clinical systems. This is an interesting and varied role that will provide the day-to-day support and administrative duties for key clinical systems across the Plymouth Health Community.
The role will be expected to undertake system administration tasks as directed by the Clinical Systems Application Manager as well as line managing Clinical System Support Officers. The post holder will also provide general system support and maintenance for all clinical systems which fall within the responsibility of the Clinical Systems Team. The ideal applicant should have the ability to work unsupervised with a willingness to learn new system functionality in a short time frame. The applicant must also have excellent working proven knowledge of at least one of the Trust's clinical systems and the confidence to participate and facilitate meetings with members of staff at all levels.
Main duties of the job

There will also be an expectation for this role to help provide general system support for all clinical systems which fall within the responsibility of the Clinical Systems Team, including but not limited to Solventum Voice Recognition, iPM, iCM, e-Referrals Service, eDischarge, RAPA, SALUS, Intouch (check-in and e-outcomes), Docman, Attend Anywhere, SeeEHR, EPMA, Nervecentre and possible other in-house software developments.
Job responsibilities
System Support
* The post holder will assist to co-ordinate the continued system maintenance for all clinical systems which fall within the responsibility of the Clinical Systems Team, including but not limited to Solventum Voice Recognition, iPM, iCM, e-Referrals Service, eDischarge, RAPA, SALUS, Intouch (check-in and e-outcomes), Docman, Attend Anywhere, SeeEHR, EPMA, Nervecentre and possible other in-house software developments.
* Support the Team in the development of the full functionality of all the above systems in the workplace for the Trust.
* To have expert knowledge and to be able to offer advice on all aspects of the above systems and to disseminate that learning within the community.
* Liaise with departments, users and system suppliers on issues that arise as part of the operational process.
* Chair/support any clinical systems working groups, user groups and forums and follow through actions as directed.
* Ensuring regular communication about the above clinical systems to key stakeholders and users across the health community.
* Analyse, investigate and assist in the resolution of operational and technical issues relating to the above clinical systems.
* To assist in the testing of clinical systems upgrades/new functionality/releases as directed. This will include testing pre, during and post all upgrades, which may involve working out of hours to support the Trust, as directed.
* Contributes to the development of long term clinical system development plans & policy for the health community.
* To work as part of a multi-disciplinary team, influence others and see the vision of the NHS Digital through the continued development of clinical systems.
* Contributes to meeting the Trust key targets by adapting functionality within the systems following consultation with key stakeholders.
* The post holder will follow the IM&T change procedures and will create change control records for system changes following recommendation and agreement with all parties.
* The post holder will assist with the configuration of systems following appropriate training.
* The post holder will be expected to deputise for their immediate line manager.
System Security
* Knowledge and understanding of Information Governance standards in relation to the above clinical systems.
* Determine clinical system access levels for users to determine training requirements and communicate these requirements to the appropriate departmental managers.
* Grant access to the system by the allocation of passwords ensuring that the appropriate training has been completed to a satisfactory standard and according to the relevant Trust and National Security Guidelines.
* Maintain all clinical systems user databases.
* Carry out regular monitoring and auditing of password usage and user rights and regularly review access rights, ending accounts when no longer required.
* To liaise with the Information Governance team and to assist in confidential investigation(s) and audits relating to possible security breaches of any of the above clinical systems.
Training
* Where appropriate, to provide practical hands-on support by undertaking training for end users in the use of the above clinical systems, liaising with the Clinical Systems Training Team as required.
* Identify training needs for staff from all designations and forwarding this information to the Clinical Systems Training Team as appropriate.
* Ensure that the various e-learning packages are current and accurate liaising with the Clinical Systems Training Team as appropriate.
Communication & Working Relationships
* The post involves communication and liaison with all levels of staff and IM&T users both within the Trust and elsewhere in the NHS. It involves communication and liaison with IM&T Department staff, external organisations and other agencies.
Person Specification
Qualifications
* Degree or equivalent in-depth demonstrable experience in the relevant field with specialist proven knowledge of the appropriate D&I systems or programme of work.
* A proven understanding (e.g. certificates of competence / attendance) on courses or qualifications of the following Microsoft Packages: Word, Excel, PowerPoint, Outlook.
* A proven understanding (e.g. certificates of competence / attendance on courses or qualification of the following Microsoft Packages: Access, Project.
Proven Knowledge and Demonstrable Experience
* Demonstrable experience of patient processes (e.g. typical patient journey from referral to discharge).
* Demonstrable experience of hospital information systems (where/how they fit in).
* An understanding of the NHS Plan, with particular reference to Health and Social Care Information Centre.
* Proven knowledge and understanding of ICT System Security legislation and the basic principles of the UK Data Protection Act 2018/UK General Data Protection Regulation (UK GDPR) or Data Protection legislation.
* Direct Line Manager responsibilities with proven HR demonstrable experience.
* Proven knowledge of Primary Care work and priorities.
* Clinical demonstrable experience of a primary or secondary care setting.
* Willingness to learn.
* Verbal/written communication to include report writing and Negotiation / Influencing skills.
* Presentation skills - ability to compile and present information to a group of individuals.
