We are looking for a Housing Investigations Manager for the role located in W10 5UP.
Role:
To lead a team of Housing Fraud Investigation Officers who will work across Housing Management and Housing Needs Directorates. To ensure that the team recovers Council housing stock in both general needs and collaborates with Housing Needs to recover temporary accommodation. To provide reports on the financial benefit of recoveries and successful outcomes and raise awareness amongst staff, Members, and residents in terms of Housing Fraud.
DESCRIPTION OF DUTIES:
1. To manage the Housing Fraud Investigations Team working across general needs, housing needs, and temporary accommodation.
2. To commission and co-ordinate data gathering exercises to identify housing fraud.
3. To review and/or implement robust procedures in line with tackling housing fraud.
4. Benchmarking against other social housing landlords/local authorities in order to achieve top quartile performance.
5. To provide specialist training to housing staff across both directorates and use own and team's technical and specialist knowledge to lead on awareness campaigns.
6. To ensure that appropriate and timely action is taken to recover possession of council housing and obtain prosecution where fraud has been proven.
7. To lead on housing fraud deterrence campaigns such as 'key amnesties' and maximising the use of social media.
8. To provide statistical data analysis and produce management information to demonstrate productivity and financial benefit of successful outcomes.
9. To ensure appropriate and timely instructions are given to Legal Services and monitor cases so that progress is timely and proactively monitored.
10. To ensure that investigations are undertaken using appropriate methods and in keeping with RBKC values.
About You
1. Extensive experience in housing fraud investigations, tenancy enforcement, or fraud prevention.
2. Strong understanding of housing legislation, tenancy law, and judicial processes.
3. Experience of presenting evidence in court and legal proceedings.
4. Knowledge of best practices in fraud detection, data analysis, and compliance with investigative laws.
5. Excellent investigative and analytical skills, with the ability to manage complex caseloads.
6. Strong communication and leadership skills to engage with stakeholders, legal teams, and housing officers.
7. Ability to develop and implement fraud prevention strategies to safeguard housing stock.
8. Degree-level qualification or equivalent experience in fraud investigation, housing, or law enforcement.
